11 månaders studiestøtte
Mange spør kor det vart av 11 månadars studiefinansiering i Soria Moria 2. Svaret er at det ikkje vart prioritert. Mange er skuffa, med god grunn.
Ein grunn til det er at vi var varsame med å skrive inn konkrete lovnadar om dyre reformer og satsingar, fordi handlingsrommet i den økonmiske politikken vil vere mindre i åra som kjem. Det er fleire viktige saker som difor ikkje er med i SM2. I høgare utdanning var det brei semje om at ei styrking av basis og fleire studieplassar er prioritert. Det var ikkje semje om å utvide studiefinansieringa til 11 månader.
Så seier nokon; korleis kunne dokke forhandle vekk noko som alle var samde om? Dei som seier det bør nok sjå nærare på kva som står i programma (ordrett):
AP: øke bevilgningene og legge om utbetalingsstrukturen for studielån, slik at studiefinansiering betales ut over 11 måneder.
SV: I denne stortingsperioden vil SV prioritere å utvide studiestøtten til å gjelde for 11 måneder
SP: Innføre 11 månaders studiestønad
Eg var i fleire debattar der dette var tema i valkampen. Der sa eg ein ting: Eg meiner alvor med 11 månaders studiestøtte, og eg skal arbeide for det. Det har eg gjort, og det vil eg halde fram med å gjere. Eg har arbeidd for gratis læremiddel i vdg skule sidan 1989, no har vi fått det til.
For studentorganisasjonar og andre er lærdomen å stille oss politikarar klårare og meir presist til veggs, å gjere enno meir for å reise saka på dagsorden. Og viktigast – å arbeide systematisk vidare med saka.

Fleire kommentarar ser ut til å ha oppfatta meg slik at eg legg skulda på studentorganisasjonane og studentane for ikkje å ha kjempa hardt nok eller stilt upresise krav. Ingenting kunne vore fjernare for meg. Det har vore jobnba hardt for dette kravet, og det er overhode ikkje studentorganisasjonane sin feil at det ikkje står i Soria Moria 2. Det ansvaret må vi rødgrøne partia ta heilt sjølv.
Eg meinte å oppfordre alle til å halde fram innstasen for å få det gjennomført, og intensivere den ytterlegare. Det vil trengs i åra som kjem.

Takk for svar – det provoserer meg omtrent like mykje som regjeringsplattformen gjorde.
Studentane er ikkje dumme. Me skjøner at når det ikkje står i regjeringsplattformen, så er det ikkje prioritert. Men kvifor er det ikkje prioritert? Kvifor lytter ein ikkje når studentane samler seg om eit krav som vil gjere at studenter kan vere faktisk det – studenter. Me ynskjer å prioritere studier, ikkje deltidsjobber. Me ynskjer å få gode resultat så me kan bidra med kompetansen vår for å gjere samfunnet betre. Men midlane strekk ikkje til.
Regjeringspartia er samde om at 11 månaders studiestøtte må innførast, men det er uklart om ein er samde i korleis dette bør gjennomførast. I partiprogramma som du siterer (som studentane har lest om og om igjen) nemner alle 11 månader, men ingen kor vidt dette skal vere ei auke på 2, 5, 10 eller 20%. Det er studentane inneforstått med, men hovudmålet vårt har vore å få problemstillinga på dagsorden og få innført den 11. månaden, med mål om at det skal vere ei 10% auke.
Regjeringsplattformen veksler mellom å vere ekstremt detaljert og særs vag. Det står på viljen, ikkje usemje, når dykk ikkje ein gong inkluderer formuleringa om 11 månader og viser at dykk framleis ikkje tar studentar på alvor.
Studentorganisasjonen har stilt dykk til veggs (du har sjølv sagt du skal vere personleg garantist for å få saka gjennom), me har sett saka på dagsorden, og me har arbeida systematisk med saka. Me jubla då alle partia tok inn 11 månader i partiprogramma, men var nok litt naive når me trudde det tyda at dykk var samde med oss – det er trass alt enklare å bryte løfter når valet er vunne enn det er å innfri dei.
Dykk har ikkje vist dykk verdige studentrøystene i valet – vonar dykk nytter dykk av sjansen på tysdag for å rette opp inntrykket.

Jeg mener at dette viser noe av de største utfordringene til politikken, nemlig å prioritere i forkant av valg. Og kommunisere ut hva den reelle politikken vil bli. Samtidig kjøper jeg nødvendigvis ikke all argumentasjonen med at studentene må gjøre mer for å reise dagsorden. Studenter som gruppe har lite definisjonsmakt over de politiske temaene. Dette er det media og politikere som sitter på. Selv om studenter sikkert kan gjøre mer, så tror jeg hovedansvaret for et bredt valgkampfokus ligger på politikere og media.
Når det gjelder handlingsrom mener jeg at, til tross for ustabile finanskrisetider, så har partiene et ansvar for å ta høyde for dette i partiprogrammene. Selv om jeg absolutt har innsett at det vil være hardere prioriteringer fremover, en argumentasjon jeg kjøper, så mener jeg dette er en viktig sak. Som både studenter og studentorganisasjoner vil bruke tid på fremover. Forhåpentligvis må vi ikke vente i 4 år. Det hjelper lite med basisbevilgninger for å øke studiekvaliteten når vi ser at studentene ikke kan fokusere på studiene sine i eksamensperioden.

Jeg er ikke overrasket. Studentene er desverre en lite attraktiv velgergruppe (heterogen, ustadig, og kanskje vanskelig å kjøpe lojalitet hos), og har ineffektive interesseorganisasjoner. Om det skal deles ut penger har regjeringen mer trofaste venner å belønne, og om en tenker mest nytte for pengene så klarer vi studenter oss nok en periode uten noen heving av levestandarden. Når i tillegg de rødgrønne er lystløgnere i valgkamptider, så ender det slik.
Det triste er jo at studenter tror på dere når dere lyver på dere vilje til å satse på studenter og høyere utdanning. Men en får den regjering en fortjener, og jeg tviler ikke på at det var klart rødgrønt flertall blant studentene som stemte i år, som i andre år. Nå skal jeg ikke si at jeg føler meg særlig sikker på at mitt parti (Venstre) ville prioritert dette høyest heller, selv om jeg vel føler en fikk forståelse i partiet for at tiden er inne for å bedre studiefinansieringen. Om den samme holdningen preger Høyre er jeg kanskje mer tvilende til.
Det er vel ingen gruppe i samfunnet som har sakket i nærheten av like mye akterut når det gjelder disponibel inntekt i forhold til gjennomsnitt eller medianinntekt de siste 10-15 årene som studenter. Vi er det norske samfunnets økonomiske tapere. Ut fra de idealer om fordeling som regjeringen sier de står for, så bør noe gjøres. Jeg tviler på at vi får noe særlig. Men tross alt, det er statsbudsjetter, ikke regjeringserklæringer, som gjelder. Regjeringen klarte å gi meg noen positive overraskelser i løpet av de 4 år som har gått, det kan jo skje igjen.

Studieåret blir stadig lengre, matvarer stadig dyrere, husleier stadig høyere og med den tidlige vinteren kommer strømforbruket til å øke ytterligere. Må vi virkelig vente 20 år før studiestøtten fordeles over 11 måneder slik at man slipper å jobbe mens man har eksamen i juni?
Regjeringen brukte enorme summer for å slippe å prioritere noe annet enn å vinne neste valg de forrige fire årene. Nå som sparingen tvinger seg på er det synd at man går tilbake på helt konkrete løfter. Det er liten trøst i at det kommer når dagens studenter har 15 år bak seg i arbeidslivet.

Dette er en nedvudering av mennesker som studerer, igjen. Hva nytter det om man har studieplass når man må jobbe i eksamenstiden og dermed ikke får de resultatene man har potensiale til? Jeg føler det blir glemt at også studenter er mennesker. Jeg blir rett og slett forbannet. Etter å ha stemt SV inn i regjering TO ganger uten at resultatene på mine kjerneområder når frem sier jeg rett og slett farvel!
Lykke til med å få opp valgresultatet til kommunevalget, det kommer dere til å trenge!

Det at alle tre partier skriver at de vil innføre 11 mnd studiestøtte, samt at du har uttalt at du stiller deg selv som personlig garantist for at dette blir innført, er så klart og presist at du ikke kan vri deg unna. Jeg stemte på dere på grunn av dette, og dere løy meg rett i ansiktet. Dette holder bare ikke.

Du ber oss se nærmere på hva som står (ordrett) i programmene, men jeg evner ikke å se annet enn at regjeringspartiene enstemmig gikk til valg på å utvide studiestøtten til 11 måneder(som indirekte medfører økt total pengestøtte).
Jeg skjønner godt at du prøver deg på en slags unnskyldning i dette innlegg, men jeg ville blitt svært overrasket om bare EN av norges 225 400 studenter(SSB) tilgir deg og din regjerings direkte løftebrudd på dette punkt. Synes nesten det burde inngå i cappelens ordliste som definisjon på ordet 'løgn'.
Og når dere i tillegg ikke nevner høyere utdanning/forskning med ETT ord i regjeringsplattformen(slik jeg leste det i DB) må dere i utdanningsdepertementet sitte igjen med en flau og bitter limesmak i kjeften. Hvordan kunne dere la dere rævkjøre så mye. Nå blir det vel 4 nye år med hvileskjær.
Som student i USA dette året er det jo nesten så jeg vurderer permanent emigrasjon…desverre.

Eg er student sjølv, og eg vil sjølvsagt ha høgare stipend (og lån). Men eg kan ikkje heilt skjøne kvifor elleve månaders støtte skal vere så viktig. Kvifor ikkje tolv eller tretten når ein fyrst er i gong? Studieåret varer trass alt i ti måneder, med (litt i overkant av) to månaders sumarferie. Det er rett nok tidt litt trongt med pengar i juni, sidan ein ikkje får studielån då, og fyrste løninga frå sumarjobben kjem ikkje før i juli. Men så får ein til gjengjeld både lån og løn i august og september. Òg i teorien går det jo an å spare nokre av pengane ein får i august til juni. Før blei studielånet utbetalt i august og januar. Kunne studentane greie økonomistyringa si då så kan dei det nok no òg.
Men det er klart, at om 225 400 student vil stemme Raudt i 2013 så skal dei få lov til det. Der i garden har dei jo pengar til alt. (Og grunne til at "handlingsrommet i den økonmiske politikken vil vere mindre i åra som kjem" er at regjeringspartia ikkje er viljuge til å vurdere skatteaukar, noko som til og med Victor Normann innser er naudsynt for å oppretthalde velferda. Men eg skal ikkje laste SV for just dette). Det einaste er at dei aller fleste som er studantar no, ikkje kjem til å vere det om fire år!

Dette er en latterlig dårlig unnskyldning Bård! Om du virkelig prøver å skyve problemet over på studentene som ikke har lest godt nok hva regjeringspartiene har lovet, så har du i mine øyne, store problemer med å beholde noen slags godvilje blant studentene (som tross alt utgjør en betydelig velgermasse).
Jeg blir kraftig provosert av at dere sier dere skal satse på forskning og utdanning de neste 4 årene, og med det så mener dere barnehage og videregående. Dere nevner ikke høyere utdanning og studentene. Så fint det må være å skulle bestemme hva som skal skje med ELEVENE våre, men i det øyeblikket de blir studenter, så skal de klare seg selv. Det er en jobb jeg også skulle likt.
Jeg har absolutt ingen tiltro at du kommer til å ta dette videre til dine kolleger, og jeg sier nå farvel til dagens regjering, og gir opp!

Studiefinansieringen gir ca 85.000 årlig totalt sett, eller ca 8500 i mnd fordelt på 10 mnd. Det bør selv en Oslo-student til dels klare å leve av i løpet av en måned. Det som "Sosialisten" skriver lenger opp er jeg dels enig i. Hva er så viktig med å ha 11 mnd studiefinansiering? Jeg for min del, som tidligere student, har ikke sett behovet om mer studiestøtte (eller med andre ord: mer studielån). Jeg valgte en studieretning som var utenfor hovedstaden, jeg har vært mer sosial enn gjennomsnittstudenten ved min skole, og økonomisk sett har jeg hatt råd til langt mer enn hva jeg burde hatt råd til.
Skulle jeg satt to ting opp mot hverandre i ettertid så er det valget mellom en knall studenttilværelse og et aktivt studentliv, og på den andre siden å sette penger til side som sparing. Tross alt har jeg kost bort mange sedler for å være sosial, men jeg har klart meg med mine stønader og angrer ikke i det hele tatt. Jeg har hatt det godt, som student, med dagens ordning. Jeg har klart å disponere mine midler. Dere som har valgt Oslo som bosted har dere selv å skylde (dersom ditt studium også finnes utenfor Oslo vel å merke).
Jeg er ikke nødvendigvis for eller imot 11 mnd studiefinansiering. En student BØR klare å disponere sin støtte slik den er i dag. Feks hva skal man med 17.000 i januar? Bøker og skolemateriell kjenner jeg ingen (og da mener jeg bokstavelig talt ingen) som har brukt 5.000-10.000 kr på for 1 semester alene. Hvorfor kan ikke de som klager over dagens 10 måneders-ordninger bare legge disse 5-10.000 kronene til side for å ha penger i juni måned også?
Men Solhjell. Skam deg!
Du går på en grov smell når du skylder på at studentene ikke leser partiprogrammene godt nok. For alle de tre partiene siterer du nemlig med en ting; 11 mnd studiestøtte. De har forskjellig tilnærming på problemstillingen, men det står likevel 11 mnd studiestøtte i programmene slik du skriver i innlegget ditt. Da mener jeg at du som en statsråd burde forstå at det er hva studentene har hatt troen på. De er blitt løyet til — av deg og dine kolleger — og jeg ville ikke stått i din posisjon og faktisk bli fersket for løgn og stå for det i etterkant. Dette var et skudd langt utenfor mål. Etter min mening er din troverdighet i din posisjon så svekket at du har ingenting å gjøre der lenger. Og hvilken gruppe bør du i prinsippet ha troverdighet hos som – nemlig studenter og elever. Studenter utgjør en stor del. Leser at andre nevner det finnes over 200.000 studenter. Det er over 4 % av Norges befolkning. Som samkjørt gruppe kunne de ene og alene tvunget frem et eget "studentparti" inn på storginget. Tenk på det ved neste valg! Det har nemlig en betydning hva studentene mener. Ikke minst er studentene vår nasjons framtid – og slik jeg ser det blir de ikke satset særlig på, de bare er der på en måte.
Jeg har ikke stemt noen av de rødgrønne, og det nettopp fordi Soria Moria 1 var en eventyrfortelling som ikke holdt sine lovnader. Når det gjelder Soria Moria 2 så blir det som å skrive en halvferdig bok kalt Soria Moria 1 og deretter begynne på oppfølgeren. Jeg synes synd på de som faktisk er løyet til og trodde alt av vrøvl som ble gitt under valgkampen. Synd å si det, men det finnes mange naive i dette landet.

Det er en passende leveregel til de som faktisk stemte rødgrønt i år og føler seg løyet til. Men de ble også løyet til for 4 år siden, vel å merke var det mange av dagens studenter som ikke var stemmeberettiget i forrige stortingsvalg. Det som er synd er at AP ikke styrer alene – for det ville i og for seg vært helt greit. Men når mini-parti som SV og SP får delta så aktivt som de gjør så mener jeg bestemt at demokratiet svekkes. At en så liten del av Norges befolkning skal få gjennomslag for så mye politikk er skremmende! Derfor stemmer jeg ja til om sperregrensen bør økes til 10% dersom det blir en valgmulighet.
Jeg skammer meg idag over to ting. Den ene er dagens regjering som har løyet gjennom valgkampen og ikke tør å stå for det i ettertid. Det andre er studenter som ikke selv kan disponere sine midler fornuftig nok til å ha penger i juni måned også.
Men når det er sagt mener jeg studenter er en undervurdert gruppe. Sammenlikner jeg meg selv med mine barndomskamerater så kan jeg se at jeg etter 5 år med utdanning sitter igjen med over 200.000 i studiegjeld, 5 års tapt ansiennitet i arbeidslivet, 5 år tapt i pensjonssparingen og også 5 år uten lønnsøkning sammenliknet med de som har gått eksempelvis yrkesrettet VGS. Det kommer til å ta en god del år før jeg tar dem igjen.

Kaller du det gratis læremidler å måtte betale 850 kr i året for å få låne en skolepc et år? Ja, man får et lite stipend på 850 kroner, men det koster faktisk over 1000 kroner for bare en kalkulator. I tillegg kommer utgifter til skrivebøker, blyanter, penner, reiser når skolen bestemmer at klassene skal på turer osv. Og hvis man i tillegg går MDD sånn som jeg gjør er det en haug med ekstra kostnader til klær og forestillinger osv. Jeg ville ikke gått rundt å skrytt av at jeg hadde klart å få til gratis læremidler i skolen, når så mange elever allikevel må kjøpe skoleutstyr til flere tusen kroner.

Siste eksamen før sumaren plar vere rundt 10.-15- juni. Haustsemesteret startar rundt 20.-25. august. Dvs. ca. ti månader studium og ca. to månader sumarferie.

Kommer du til å trekke deg fra regjeringen eller kommer du til å gjøre det samme som kristin halvorsen og stille deg som garantist, men så gå tilbake på det?
Nå har du en sjanse igjen og det er statsbudsjettet. Roter du det til der kan du like gjerne bare troppe av for da har du ingen kredibilitet igjen som politiker.

Her må du forklare litt bedre. Ut fra de utdragene du presenterer her har AP og SP klart brutt programløftet. Det samme har SV ved å skrive at dere vil "prioritere å utvide studiestøtten til å gjelde for 11 måneder" i starten av blogginnlegget ditt unnskylder du deg med at "det ikkje vart prioritert".

Dere _blir_ satt klart og presist til veggs, men dere velger å bare høre det dere _vil_ høre, svare på de innleggene dere _vil_ svare på og dere feiltolker uttalelser BEVISST for å unngå FORPLIKTELSER.
Ble dere plutselig litt usikre på om studentene faktisk trenger 11 mnd støtte? I år var min siste utbetaling fra Lånekassen 15. mai og første lønna fra sommerjobben kom 12. august. Ingenting i juni, ingenting i juli. Husleia må merkelig nok betales i sommermånedene også, og utbetalingene resten av året gir ikke mye rom for å spare opp penger.
Du burde skamme deg, Bård Vegar Solhjell. I innlegget ditt fremstår du som en som profiterer på uklare uttallelser og dokumenter med liten skrift. Jeg håper du i fremtiden kan motvise dette.

Nå har det gått 2 uker og ennå har du ikke klart å svare på studenten over sine spørsmål. Følger du ikke med på bloggen din? Er det ikke vanlig folkeskikk å svare på spørsmål som folk stiller? Eller gjelder ikke det bare når spørsmålene er lette?

Jeg er så skuffet. Vi er et av verdens rikeste land, men klarer ikke å gi Norges framtid 11. måneder med studielån. Det morsomste med dette er jo at i mai og juni, hvor 99% av studentene har vår-eksamener, må de jobbe mer enn ellers for å kunne betale husleien i sommermåneden. Da blir eksamenslesing og gode resultater nedprioritert for å faktisk kunne bo og leve i Norge.
Politikerne vil satse på heltidsstudenten. Det er det rett og slett umulig å være. Jeg skulle likt å se dere politikere leve på maks 2000kr i måneden, som skal dekke alt fra mat til transport, og i tillegg spare opp penger som skal dekke husleien i juni og juli. Lykke til!

Høyere utdanning blir ytterst viktig for Norge i dette århundret (husk at det bare en 50 års tid til vi må stå på egne ben!). Her MÅ det satses for at Norge ikke skal få en kraftig tilbakegang etter olja tar slutt. Vi trenger flinke folk!
Med så mange ungdommer som dropper ut av skolen ser det ikke helt lyst ut. Hvorfor skal det friste å leve 3-5 år uten penger, når man kan gå rett i jobb å leve helt greit på den lønna man får?
