Tidleg innsats – historia om korleis eit inntrykk festar seg
Den siste månaden har eg opplevd noko interessant. Eg la i juni fram ei stortingsmelding som vi kalla “Kvalitet i barnehagen”. Den fekk stor merksemd. Hovudbodskapen er at etter fem år med utbygging, skal vi ha fem år med satsing på innhald og kvalitet. Barnehagen er viktig for tidleg innsats. Når nesten alle barn går i barnehagen har vi ein arena for utvikling og like muligheiter for ungar som vi må bruke enno betre.
Så begynte ein del av meldinga å leve sitt eige liv. Det starta med at ein forskar var usamd med to av framlegga i meldinga, og gjekk ut mot dei. Så spreidde det seg til enkelte kommentatorar.
No høyrer eg med ujamne mellomrom referert til kva som skal stå der som ei sanning. Utan at det står der. Eg brukar Dagbladet som døme fordi dei har omtala det mest, men det har stått i enkelte medier også:
Før sommaren skreiv Dagbladets Marie Simonsen, i samanheng med skriftleg evaluering i skulen, at “Nå har Regjeringen planer om å innføre lignende evaluering av barnehagebarn.” (altså liknande skriftleg evaluering i barnehagen som i skulen)
I juli omtalte Dagbladet meldinga med at “Her ble det slått fast at også barnehagebarna skal kunnskapstestes.”.
På mandag for to veker sidan skriv så Simonsen igjen om “…hans forslag om evaluering av barnehagebarn”.
Det interessante er at ingen av desse skildringane/påstandane har rot i det som faktisk står i meldinga. Ingen av kommentarane siterer eller refererer heller frå meldinga.
Enkelte rykka då også ut mot kritikken, til dømes førsteamanuensis i Norsk Margareth Sandvik. Likevel har eg møtt ein del folk som trur at dei har lese i avisa er rett. Felles for dei er at dei ikkje veit nøyaktig kva dei trur eller kvifor dei trur det, men det er noko med testing av barnehagebarn som eg har kome med.
Dette er historia om korleis eit mediebilete oppstår. Difor skal eg gå uvanleg djupt ned i det som faktisk står i denne stortingsmeldinga.
Den delen av meldinga som handlar om dette, side 78-80, vert oppsummert slik:
”Departementet har merket seg at det eksisterer usikkerhet om hvordan regelverket om dokumentasjon skal forstås. Stadig flere barnehager ser ut til å benytte ulike verktøy der en i sterkere grad «måler» barns ferdigheter på ulike årstrinn, og departementet mener dette er en utvikling i feil retning. Departementet ønsker å demme opp for et mer instrumentelt syn på barn og ønsker derfor å klargjøre dagens regelverk om dokumentasjon og vurdering av enkeltbarn og barnehagens arbeid. Dette vil gjøres i forbindelse med den kommende evalueringen av rammeplanen. Departementet vil understreke at det er helt avgjørende at personalet har tilstrekkelig kunnskap til å kunne vurdere kvaliteten på dokumentasjonsverktøy, hvordan verktøy skal brukes og oppfølging av resultatene. Departementet vil også utarbeide en veileder om dokumentasjon og vurdering for å støtte barnehagenes arbeid på dette området.
Departementet vil:
· utarbeide nye bestemmelser om dokumentasjon og vurdering av enkeltbarn og barnehagens pedagogiske arbeid
· utarbeide faglige kriterier for å sikre god kvalitet i dokumentasjons- og vurderingsarbeidet
· utarbeide en veileder om kartlegging, dokumentasjon og vurdering.”
Det er jo opp til den enkelte å tolke, men eg trur det skal godt gjerast å hevde at dette betyr å kunnskapsteste eller evaluere barn meir. Eg kallar det ei opprydding. Vi ønskjer å slå ned på uheldig praksis som går i retning av å “måle barns ferdigheter”, ikkje foreslå å innføre det.
Det går jo likevel an å hevde at det finst andre framlegg i meldinga som i realiteten bryt med bodskapen her, og eigentleg vil medføre noko anna. Ingen av kommentatorane har skrive det eksplisitt, men det kan jo hende det er det dei eigentleg meiner. Det er to framlegg som det har vore fagleg debatt om (inkludert kritikk) som kan ligge bak kommentarane.
For det første gjer vi framlegg om at det skal overførast kunnskap/dokumentasjon om barn frå barnehage til skule. Det vert skildra slik i meldinga:
“Barnehagen har opparbeidet mye kunnskap om barnet i den tiden det har gått i barnehagen. Dialogen mellom barnehagen og skolen må fokusere på hva barnet kan og mestrer, og på hva det kan trenge særskilt støtte til. Barnehagen kan også gi informasjon om hva barnet har opplevd, lært og gjort i barnehagen. Dokumentasjonen må favne bredt, og barnas sosiale kompetanse bør være et sentralt element. Dokumentasjonen skal ikke fokusere på barnas ferdighetsnivå etter gitte kriterier, og skal ikke brukes til å kategorisere barna. Dokumentasjonen må heller ikke brukes til å dele barna inn i ferdighetsgrupper. Dokumentasjonen i barnehagen må skje i forståelse med barnas foreldre. Foreldrene må få innsyn i informasjonsutvekslingen mellom barnehagen og skolen, og dokumentasjon fra barnehagen kan gis til skolen dersom foreldrene samtykker.
Det er i dag mange kommuner, barnehager og skoler som har rutiner for overføring av dokumentasjon fra barnehage til skole. For å sikre en god og forsvarlig praksis på dette området, ønsker departementet å innføre en sterkere nasjonal styring av hvilken dokumentasjon som blir overført. Departementet vil derfor sende på høring et forslag om å innføre krav til alle barnehager om å utarbeide skriftlig dokumentasjon om barns interesser, lek, læring og utvikling som, etter samtykke fra foreldrene, kan overføres fra barnehage til skole. Departementet vil utrede nærmere hvilke krav som skal stilles til dokumentasjonen, hva dokumentasjonen skal inneholde og hvilken rolle barnehagen, skolen, foreldrene og barna selv skal ha i denne informasjonsutvekslingen. Kravene til dokumentasjonen skal ikke være omfattende, men sikre et minimum av informasjon til skolen om det enkelte barnet. Det er viktig for skolen å få informasjon om det enkelte barnet før det begynner på skolen, men det er også viktig å hindre feil bruk av denne informasjonen. Departementet vil også vurdere om det er behov for å endre grunnskolens regelverk om samarbeidet mellom barnehage og skole.
Departementet vil:
· sende på høring et forslag om å innføre krav til alle barnehager om å overføre skriftlig dokumentasjon fra barnehage til skole om barns interesser, lek, læring og utvikling
· vurdere bestemmelser i grunnskolens regelverk om samarbeid mellom barnehage og skole.

På side 79 i meldinga er det ein tabell som viser kva dokumentasjon som i dag er vanleg (og som vi ikkje har tenkt å endre): Dei skes mest vanlege typane er film/fotografi, barns teikningar og formingsprodukt, barna sine permar, registrering av språk, observasjonar og barn sine forteljingar. Det dreier seg med andre ord om dokumentasjon som skal gje eit breidt bilete av barna.

Eg meiner dette forslaget er veldig viktig. Det er tidleg innsats i praksis. Det er alt for mange barn som ikkje får hjelp og oppfølging før dei er i tenåra. Mange kritiserer at barn ikkje får spesialundervisning før langt ut i skulen. Då er det viktig at behovet for det kan oppdagast tidleg i skulealder. Forslaget vil hjelpe til med det, fordi skulen raskare vil ha kunnskap om elevane. Ein kan merk seg at Midtlyngutvalet, som har sett på norsk spesialundervisning, gjer framlegg om å gå mykje lenger enn dette. Dei vil innføre ei læringsbok som skal følgje elevane gjennom heile oppvkesten. Mange kommunar har ein god overgang mellom barnehage og skule i dag. Forslaget skal sikre at det vert tilfelle alle stader.
Dessutan gjer vi framlegg om at alle barnehagar skal tilby språkkartlegging i tre-årsalderen. Vi skriv:
“Departementet vil at det blir gitt tilbud om språkkartlegging til alle barn som går i barnehage. Kartleggingen bør skje når barnet er tre år. Dersom barnet begynner i barnehage etter fylte tre år, bør språkkartleggingen gjennomføres snarest mulig. Før treårsalderen har barn ofte svært ulik utvikling av språket, og det vil derfor være lite hensiktsmessig å kartlegge barnas språk på et tidligere tidspunkt. Erfaringer fra Danmark, hvor det ble innført et tilbud om språkvurdering av alle treåringer i 2007, har vist at språkstimuleringstiltak helst bør settes inn ved treårsalderen for at barna skal få utviklet språket godt nok før de begynner på skolen. Vel 94 prosent av alle treåringer går i barnehage. Videre går i overkant av 96 prosent av alle fireåringer og vel 97 prosent av alle femåringer i barnehage. Dette medfører at de fleste barn vil få tilbud om språkkartlegging og eventuell påfølgende språkstimuleringstiltak dersom det viser seg at barnet har forsinket språkutvikling.
Formålet med språkkartleggingen skal være å sikre at barnehagene oppdager alle barn som har behov for særskilt språkstimulering. Kartlegging er med andre ord ikke et mål i seg selv, men et utgangspunkt for å gi barn som trenger ekstra oppfølging god og tidlig hjelp. Språkkartlegging må gjennomføres av kvalifisert pedagogisk personale. Barnehager som ikke har tilgang på kvalifisert pedagogisk personale må få hjelp fra kommunen til å få gjennomført kartleggingen og støtte i videre oppfølging og språkstimulering. Gjennom dette tiltaket ønsker regjeringen også å sikre en forsvarlig praksis når det gjelder gjennomføringen av språkkartlegging i barnehagen.
Kartleggingen må gjennomføres ved bruk av kvalitetssikret kartleggingsverktøy. Tilbud om språkkartlegging av alle barn i barnehage vil ikke bli innført før en faglig vurdering av verktøyene er gjennomført og veiledningsmateriell er utarbeidet. Dette vil være gjennomført i løpet av 2010.
Språkkartlegging må gjennomføres av kvalifisert personale. Kartleggingen fra NOVA viser at det i all hovedsak er pedagogiske ledere eller andre personer med spesialkompetanse som utfører kartleggingen, men halvparten av styrerne svarer at også assistenter gjennomfører kartleggingen. Departementet vil vurdere om det skal fastsettes krav om kompetanse for å sikre at kartleggingen blir gjennomført på en god måte, og at de som gjennomfører kartleggingen også har kompetanse til å vurdere hvilke språkstimuleringstiltak som bør iverksettes.”
Det er altså snakk om ei språkkartlegging som allereie skjer i dei fleste barnehagar og på mange helsestasjonar. 9 av 10 kommunar har opplegg for det. Vi vil at alle skal få tilbod, og å stramme opp den faglege gjennomføringa. Det er viktig fordi språkutvikling er heilt sentralt for korleis ein vil klare seg i oppvkesten. Det er smart at det skjer i barnehagen, der det er kompetent personale som kan følge opp dei som treng det ekstra. Kartlegging utan oppfølging har inga meining, det kan til og med verke mot si hensikt. Det er ikkje snakk om screening – det er eit tilbod – slik at vi treff dei som har behov for det.
La meg ikkje overdrive dette. Mange politikarar frå alle parti opplever at eit inntrykk festar seg utan sakleg grunn. Eg har dessutan sjansen til å skrive innlegg, dra på konferansar og svare folk som tek det opp. Eg har også mange som er for dei framlegga eg har fremma og syns det er viktig at dei kjem fram skikkeleg. Sjå heller på dette som eit eksperiment. Er det mogeleg å legge ut ein grundig gjennomgang med lange orginalsitat, og få nokon til å sjå nærare på innhaldet? Kanskje vil nokon av dei som har referert overflatisk til innhaldet sette seg grundig inn i det no?

Flott. Jeg synes idéen er god. Rent bortsett fra at den bør skje mye tidligere og egentlig ikke behøver kvalifisert personale mer enn foreldre til sine 1-2 åringer. Mange foreldre som er bekymret når barna er små blir bedt om å vente og se, ikke gjøre tiltak. Det er jeg i mot. "Bedre føre var enn etter snar" er et godt ordtak i denne sammenhengen.

Blanke ark når du begynner på skolen er ikke bare et barns menneskerett, for de som er litt utenom A4 kan det være deres eneste sjanse.
Det skulle vært straffbart å lage vurderinger av et barns forutsetninger når alle barn har forutsetninger til å mestre både to og tre ganger dagens pensum. Skolen skal utvikle barnas evner til å lære og til å samhandle. Det er lekende lett og skjer automatisk om undervisning tilrettelegges og gjennomføres etter de enkleste pedagogiske prinsipper, men det er ikke mulig med et utgangspunkt der barna skal evalueres for sine forutsetninger. Det er en selvmotsigelse, og det er et overgrep.

FORTS…
Hva med å lese forslaget du fikk? Med ett enkelt grep blir undervisningen så god at det ikke er nødvendig med alle disse ødeleggende og kostbare tiltakene for å reparere det dagens undervisning forårsaker. Og nei, dagens undervisning kalles pedagogisk, men den har ingenting med pedagogikk å gjøre. Pedagogikk er slik i sin natur at undervisningen blir bedre og bedre og bedre. Skolens undervisning er per definisjon ikke pedagogisk. Begynn der, det tar ett til to år og norsk skole blir verdens beste skole i alle tester/sammenlikninger. 2 000 000 lærere, elever og foreldre vil prise seg lykkelige og takke deg resten av livet.
Doblet oppslutning for SV, kan derimot bli litt flaut……

Synes det er vel arrogant å redusere kritiske merknader til at det startet med en forsker og ikke nevne at denne forskeren slett ikke står alene om kritikken! (Det er både professorer og førsteamanuenser i tillegg til hørskolelektorer som har artiklulert kritikk). Likeledes tenderer det til frekkhet å antyde at kritikken kommer fordi meldingen er overfladisk lest! Slike retoriske grep blidrar ikke til tillit mellom de folkevalgte og folket. Foreslår at du inviterer til et dialogmøte med forskningsfeltet i barnehagesektoren, sånn at det deptarmentet oppfatter som misforståelser kan oppklares!

i tilleggkan det jo nevnes at facebookgruppa Opprop mot kartleggingsforslag i St.melding.nr.41 – Kvalitet i barnehagen har 535 medlemmer. mener du at alle har lest meldingen overfladisk eller at de alle sammen har latt seg lure av avisjournalister?

Kjære Bård Vegar.
Jeg går ut fra at det er meg du kaller ”ein forskar” – som om jeg var alene om å være kritisk til språkkartlegging av alle treåringer! Det er mange assistenter, førskolelærere, barnehageforskere og professorer som deler min bekymring for hva denne formen for dokumentasjon vil gjøre med barnehagen. Det jeg ikke kan fatte og begripe er hvorfor regjeringen legger så mye prestisje i å gjennomføre tiltak som den på forhånd visste ville vekke sterke reaksjoner fra fagmiljøet. Tenk så mye støtte du ville fått om du droppet disse tiltakene! (fortsetter)

Jeg tror mange av oss som er kritiske til kvalitetsmeldingen, i utgangspunktet ønsker fortsatt rødgrønn regjering. Personlig har jeg alltid stemt SV. Da kvalitetsmeldingen ble lagt fram, var skuffelsen så stor at jeg var overbevist om at min tid som SV-velger var over. Nå er jeg litt mer i tvil. Politikk handler tross alt om mer enn utdanning, og alternativet er trolig mye verre. Dessuten ville det være synd om ikke Inga Marte fikk fire nye år på Stortinget. Forhåpentligvis er det folk i SV og Arbeiderpartiet – med hjerte for utdanningsfeltet – som vil jobbe for at regjeringen ombestemmer seg med hensyn til kartlegging av barn. Derfor vil jeg ønske deg et godt valg. Jeg håper du får beholde nøklene til statsrådkontoret, slik at vi kan fortsette diskusjonen etter 10. september!

Du seier at du reiser på konferanser for å møte folk og svare. Om du ønsker dialog, kan eg tipse om at det også er viktig å lytte. Og med det meiner eg å lytte utan at du samtidig tenkjer ut eit motsvar. Å lytte med interesse. For å kunne gjere dette krevst det vilje til å sjølv tre ut av posisjonen som sanningsberar. Det er dette som er vanskeleg som pedagog i møte med menneske, med barnet og foreldra. Eg undrar meg over om kunnskapsministeren kan ha vilje til å lytte til nokon som tenkjer annleis enn han sjølv…denne bloggen vitnar om det motsette.

Generell kartlegging av førskolebarn er så vidt jeg forstå i strid med Rammeplanen der det i kap. 4.3 der det står: "Barnehagen skal normalt ikke vurdere måloppnåelse hos enkeltbarn i forhold til gitte kriterier, avsnittet over om dokumentasjon av enkeltbarns utvikling."
Likevel er alle barnehager i Oslo kommune pålagt å gjennomføre TRAS for alle barn.
Når kommuner tvinger gjennom tiltak som er i strid med rammeplan, er det riktig å rydde opp. Men ikke ved å legalisere dette ved å få det inn i standardiserte normer, men ved å presse kommunene til å forholde seg til Rammeplanen.
Mener man Rammeplanen bør revideres, er det dette som bør settes ut til høring!

At meldingen "lever sitt eget liv" vitner om grundige lesere og fortolkere, som evner å problematisere og kritisk vurdere konsekvensene av politiske føringer. Debatten og problematiseringen handler om noe mye mer vesentlig enn ”historia om korleis eit mediebilete oppstår”. I din iver med å fortelle hva som egentlig står og hvordan føringer egentlig skal forstås, virker dialogen du ønsker å føre mer provoserende enn beroligende. Jeg vil oppfordre deg til, i større grad, å lytte til et mangfold av perspektiver og erfaringer fra praktisk arbeid fra barnehagefeltet.

Jeg minner om at regjeringen selv har påpekt nødvendigheten av kritisk forskning i barnehagefeltet!!!! I kvalitetsmeldingen står det: ”Det er en viktig forskningsoppgave å etterprøve politikken og å gjennomføre kritiske analyser” (s. 43). Jeg lurer på hva slags kritikk du er du åpen for, når du går så hardt ut mot de som har kritiske perspektiver å bidra med? Hvem lytter du til? For meg er det et dilemma at regjeringen sier de satser på kunnskap, samtidig som du er så lite villig til å lytte til den kunnskapen som finnes i viktige deler av det norske barnehageforskningsmiljøet.

Vi er mange som peker på at kartleggingene øker de voksnes maktposisjon overfor barn, og har kraft til å flytte fokus fra barn som medskapere av kunnskap og kultur til bekymring over deres mangler. Vi er redd retten til medvirkning (som er nedfelt i barnekonvensjonen, Lov om barnehager og Rammeplan) svekkes når kartlegging settes på dagsorden. Dersom barn skal virke med, må personalet lytte aktivt til barns ulike måter å agere på, kroppslig og verbalt i alle situasjoner i hverdagen, ikke bare fokusere forhåndsdefinerte områder. (Sandvik, Larsen, Ulla, Kolle, Joahnnesen, Aftenposten 5.juni) På samme måte må du som minister lytte aktivt til forskningsfeltets kritikk og ikke bare gjenta egne standpunkter mens du ironiserer over dem som målbærer kritiske argumenter.
Hvis du deler forskernes uro over datainnsamlingen, slik du har sagt opptil flere ganger, bør du lytte til forskernes kritikk og se egen og andres tvil som en produktiv kraft i tenkningen om etiske dilemmaer i samfunnets barnehagepolitikk.

Jeg støtter Kunnskapsdepartementet i at det er riktig å styrke overføringen av kunnskap om barna mellom barnehage og grunnskole.
På samme måte er det viktig å sikre overføringen av kunnskap om elevene mellom barneskole og ungdomsskole, og mellom ungdomsskole og videregående skole. Det siste er et viktig tiltak for å redusere frafallet i videregående skole.
Manglende kunnskap om elevene på mottagende utdanningsnivå fører til at mye arbeid må gjøres om igjen, og et nødvendige støttetiltak ofte blir satt inn for seint.
Av debatten skjønner jeg at kartlegging av kunnskap og ferdigheter hos barn av mange oppleves som fremmed og skremmende i barnehagen. Det er viktig at dette gjennomføres på en profesjonell og målrettet måte – kartlegging for sin egen skyld er selvsagt ikke meningsfullt.
Men det virker som om enkelte synes å mene at det på prinsipielt grunnlag er best for barna at barnehagen vet minst mulig om dem, og at, hvis barnehagen vet noe, så bør i alle fall ikke barneskolen få vite det. Dét er synspunkter jeg problemer med å forstå, og som jeg derfor er uenig i.

Gratulerer med Kvalitetsmelding for barnehagen. Det er flott at regjeringen satser på kvalitet i barnehagene etter en lang periode med mest satsning på kvantiteten. Jeg er enda en av disse forskerne ministeren refererer til (vi var da mange flere enn én? Faktisk var vi så mange profilerte forskere fra universitets- og høyskolemiljøer som ønsket å undertegne kronikken, at avisene ville ikke ta den inn. Det tok for stor plass med alle navnene!) Dessverre er jeg fremdeles bekymret for deler av det som står i meldingen, på tross av ministerens og statssekretærens iherdige forsøk på å bortforklare det som står der.
Jeg vil gjerne vite helt konkret: Når departementet ønsker å innføre krav om at alle barnehager skal gi tilbud om språkkartlegging ved treårsalder, må da det nødvendigvis føre til mer kartlegging av enkeltbarn, ikke mindre? Jeg skjønner regjeringens gode hensikter – vi vil vel alle at alle barn skal få best mulig hjelp og støtte både mens de er i barnehagen og når de fortsetter videre inn i skolen. Men hvorfor språkkartlegging av alle barn? Dette vil koste mye penger og kreve mye ressurser, ressurser som med hell kan brukes på andre måter. Barn med språkvansker blir oppdaget i dag. Problemet er at det finnes ikke ressurser til oppfølgingen. Jeg vet om mange barnehager som i dag ber om ekstra midler til barn de av ulike grunner er bekymret for – og som blir avspist med halvparten av det de ber om. Her kan regjeringen sette inn tiltak. Innfør krav om at alle barn som trenger ekstra hjelp og støtte i barnehagen, får det. Sørg for at barnehagene har de førskolelærerne og de ekstra pedagogene som trengs for å gi barna en god start, både språklig og på alle andre områder.
Det neste punktet i meldingen som gjør meg – og mange fra fagmiljøet – bekymret, er forslaget om å innføre krav til alle barnehager om å overføre skriftlig dokumentasjon fra barnehage til skole om barns interesser, lek, læring og utvikling. Dette vitner om et syn på læring og utvikling som er svært gammeldags og fastlåst i psykologisk tenkning. Et slikt menneskesyn ser på individet alene, ikke samspillet med omgivelsene. Et barn i barnehagen ”er” ikke verken slik eller sånn. Det er ikke mulig å overføre en skriftlig dokumentasjon om hvordan lille Per eller lille Trine ”er”, verken når det gjelder interesser, lek, læring eller utvikling. Ministeren har kanskje selv erfart at han oppfører seg ulikt i ulike kontekster. Av og til er man usikker, andre ganger er man på mer trygg grunn. Man oppfører seg annerledes når man er sammen med gamle kjente enn når man er ny på en arbeidsplass. Og noen ganger trives man dårlig med de menneskene man er sammen med. Da er det godt å vite at man kan få en ny sjanse med ”blanke ark” når man kommer til et nytt miljø. De som har god kjennskap til barn, vet at dette gjelder for dem også. Det som var interessant den ene dagen, er ikke lenger interessant den neste. I samlingsstunden kan man av og til kjede seg og sitte urolig, andre ganger blir man fenget av innholdet og kan sitte konsentrert en time eller to. Det som eventuelt kunne har vært interessant for skolen å vite om, er hva barnehagen til lille Per og lille Trine har jobbet med, hvilke sanger barna kan, hvilke prosjekter de har hatt. Dette kan skolene lett få vite ved å lese barnehagens årsplan. Men fri meg fra et samfunn der ”ekspertene” (det vil si førskolelærere som meg) skal overføre sin subjektive vurdering om enkeltpersoner fra det ene miljøet til det andre. Barn som trenger ekstra hjelp og støtte, er allerede ivaretatt gjennom pedagogisk-psykologisk tjeneste.
Observasjon av barn er viktig og noe førskolelærere er gode på. Vi har observert barn i barnehagen siden Fröbels tid, og vi kommer til å fortsette med det. Tidlig innsats for små barn innebærer IKKE flere kartleggingsverktøy, men gode rammevilkår i barnehagen. Det vil si passe store og stabile barnegrupper og et kompetent personale. Her er det dessverre fremdeles en lang vei å gå i mange kommuner. Derfor er det her innsatsen bør settes inn i første omgang. Jeg ønsker regjeringen lykke til i det videre arbeidet.

Jeg er førskolelærer i barnehage, og må innrømme at jeg kjenner meg veldig igjen i det Anne Greve skriver. Vi språkkartlegger barn svært sjeldent, men det betyr ikke at vi ikke ser hvilke barn som strever med språket. Snarere tvert imot har vi gjennom et sterkt fagmiljø god oversikt over hvilke barn som trenger ekstra støtte, og har satt inn ressursene deretter. Arbeid i smågrupper så barna kan få den roen og oppfølgingen de trenger er vårt viktigste virkemiddel. Problemet er jo, som Greve påpeker, at vi ikke får de ressursene vi trenger. Vi søkte om 170% støtteressurs (fordelt på fire barn) fra fagsenteret. Vi fikk 70%. Da hjelper det veldig lite om vi får ressurser til å språkkartlegge treåringene.
Så skal det sies, ikke helt uviktig, at jeg jobber i en høyrestyrt bydel i høyrestyrte Oslo, og at det er mye av grunnen til at fagsenteret har så lite ressurser som det har. SV har styrket kommuneøkonomien, og Oslo går med overskudd så Høyre burde ha penger nok.

Årelang innsats – historien om hvorfor et inntrykk fester seg.
De siste årene har jeg opplevd noe interessant. Jeg er praktiserende førskolelærer med over 20 års erfaring fra feltet, jeg er masterstuderende i barnehagepedagogikk, er skribent og jeg har også det siste året arbeidet som prosjektleder for Barnemiljøvurderinger for Utviklingsforum AS. I min masteroppgave som foreløpig har arbeidstittelen ”Ett skritt fram eller to tilbake”, gjør jeg en kritisk analyse av ulike dokumenter som både har vært, er og kan være styrende for barnehage- og utdanningsfeltet. Så begynte en del av oppgaven min å leve sitt eget liv. Det startet med en høyrebyråd som ikke var fornøyd med læringen i norske barnehager, så spredte han uvitenheten videre – og han gjør det fortsatt. Nå leser jeg med ujevne mellomrom i diverse dokumenter (Som eksempler NOU 2009:10, NOU 2009:18) at læringssynet til byråden har fått fast plass – og det uten at det samsvarer med verdisynet og politikken som de rødgrønne ellers står for..

Jeg er redd for at de senere års hasteoperasjon – eller barnehagerevolusjon som det kalles – har en høy pris. Full dekning, høy kvalitet og lav pris har vært et mantra i dokumenter i årevis. Den høye prisen jeg snakker om handler ikke om økonomi, eller muligens om samfunnsøkonomi på lang sikt – dette handler aller mest om at vi tilbyr barna våre en plass i barnehager – uten pedagogisk kompetanse nok til å møte alle utfordringene som jobben innebærer. Barnehagen skal være et pedagogisk tilbud. Nå om dagen fremstår dette som ord uten meningsinnhold. Og nå skal det satses på kvalitet. Vel – det kan fort vise seg at 5 års kvalitetssatsning må bli ti år. Tilstanden ute i mange av barnehagene er allerede kritisk – og dersom kvalitetssatsningen innebærer mer kartlegging enn det som allerede gjøres… Hjelpe barna, foreldrene og oss som arbeider ”på gølvet”, da!

13.august hadde jeg et innlegg i Aften – hvor jeg skriver at min hovedbekymring er at dere rødgrønne fremmer sammen verdier og politikk som Høyre – men at dere gjør det på deres måte. Den rødgrønne fargen på budskapet gjør det ikke lettere å svelge politikken – fordi verdiene som kommer til syne er mørkeblå. Dere må rett og slett rydde opp nå. Dere må lytte til forskningsmiljøene, førskolelærerne, grasrota, folket. Hva stemmer vi på den 14.sept? Etter en prosjektperiode hvor jeg har arbeidet tett sammen med 61 utrolig dyktige pedagoger og 220 ansatte i til sammen 12 barnehager er jeg overbevist om at det finnes gode historier om kvalitet ute i barnehagene – jeg skulle bare ønske at dere ville lytte til dem. Jeg ønsker dere lykke til med valget!

Når Kvalitetsmeldingen skaper debatt og debatten i tillegg har sterk deltakelse fra forskere og fagmiljøene skulle jeg ønske at du som minister i Kunnskapsdepartementet ville applaudere et slikt engasjement. Som tidligere innlegg tydelig viser, er det ikke mulig å redusere dette til en enkelt forskers kritikk, eller å kalle dette ’et skapt mediebilde’. Kunnskap fra forskning må ikke bare fungere som støtte for departement og politiske veivalg, men i like stor grad bringe fram kritisk tenkning og spørrende innstilling. Og til tross for ditt forsøk på oppklaring og oppfordring til å dypere lesing av stortingsmeldingen er jeg ikke beroliget. Det er fortsatt like problematisk å forstå at en opprydning i uheldig praksis er å utarbeide ”nye bestemmelser om dokumentasjon og vurdering av enkeltbarn”(s.80). Med denne meldingen frykter jeg pedagogikken i barnehagene kommer til å fjerne seg fra pedagogiske tradisjon som regjeringen sier de vil ”videreføre og hegne om”( s.59), en pedagogikk med et helhetlig syn på barn og læring.

Det synes å være en stor politisk oppslutning om kartlegging i barnehagen og jeg er en av de mange som har uttalt meg kritisk til dette. Det som har overrasket så mange av oss, er at det synes som om SV støtter opp en praksis vi var så overbeviste om at SV var imot. De skjemaene som utarbeides og benyttes rundt i bhg'ene har makt og vi styres av de. De gjør noe med fokuset vårt. Da må vi spørre oss , enten vi er førskolelærere, fagarbeidere, høgskolelektorer, forskere aller politikere: Er det dette fokuset vi ønsker? Stemmer det overens med vårt menneskesyn? Ville vi brukt dette skjema på våre arbeidskollegaer? Ville vi synes det var ok at skjemaene fulgte hver enkelt av oss videre til neste arbeidgiver slik skjemaene skal følge barn videre i skolen?

Det står mye om samarbeid mellom barnehage og skole i stortingsmelding 41. Samarbeid med skolen kan gi uante muligheter. Her skjer det også mye spennende rundt om i kommunene. Jeg blir imidlertid skuffet når jeg leser stortingsmelding 31, om kvalitet i skolen. Her handler samarbeidet med barnehagen så og si utelukkende om informasjon om enkeltbarn. Dette er svært uheldig. Jeg hadde håpet vi skulle samarbeide.
Jeg er bekymret for systematikken i dokumentasjonensverktøyene, at vi nærmest slutter å stole på oss selv og vår egen kompetanse, at en form for kartlegging blir et effektivt måleinstrument i et barnehage -og læringsliv som er langt mer komplekst enn det som kan fanges i et skjema. Det er slik vi får en instrumentell pedagogikk.

Ernas uttalelser de siste dagene om at "Det må bli slutt på å prioritere lek fram kunnskap" vitner om mangel på kunnskap – blant annet om barns lek. I lek skaper barn mening. De er aktivt deltakende i egne og hverandres læringsprosesser, læringsprosser som tar utg.pkt i barns egen nysgjerrighet og interesser. Når pedagoger blir pålagt å kartlegge barns kunnskaper og ferdigheter gjør det noe med blikkene deres. De kan se etter mangler og behov, framfor å fokusere på alt det interessante, viktige og lærerike vi kan gjøre sammen – i lek og aktiviteter. Erna er på ingen måte alene. Jeg ønsker at SV kommer med et tydelig budskap i valgkampen, et budskap som sier noe annet. Lykke til:-))

Det er, som Anne Greve og Lene Cathrin Hansen peker på, en tradisjon i barnehagene til å se barn i mange ulike situasjoner og relasjoner. Barnehagene er tradisjonelt en kvinnearbeidsplass og vi ser (ikke overraskende) at den kompetanse som allrede ligger i barnehagene ignoreres eller reduseres av stemmer utenfor barnehagene.
Som doktorgradsstipendiat har jeg i løpet av mitt feltarbeid virkelig erfart førskolelærernes vilje og evne til å reflektere kritisk over egen praksis. Deres åpenhet og vilje til å se nye sider ved dene praksisen er intet mindre enn imponerede! Så mitt råd til deg, Bård Vegar, er å bygge videre på og styrke denne type kompetanse (f.eks. ved å øke pedagogtettheten), som allerede finnes i barnehagene, i stedet for å formalisere læringsprosessene og dermed bidra til å lukke blikket for det mangfoldige, det motsetningfylte og samtidige som førskolelærerne jeg har møtt virkelig er i stand til å håndtere.

Du fryktar at mediebilete som er skapt av deg har festa seg. Men som minister har du makt til å bli høyrd på riksdekkande tv, i stortingssalen og i bloggar på nettet. Du kan heve stemma di og seie at du ikkje er samd i karakteristikkar frå andre menneske. Du kan hevde at andre har missforstått. Ta deg tid til å tenke over korleis treåringen og femåringen står i forhold til same situasjon. Kva makt har dei til å argumentere imot korleis dei vert både tolka og skildra? Konsekvensane av eit dokumentasjonsbilete som festar seg har større rekkevidde enn eit mediebilete. Det har konsekvensar som grip djupt inn i barna sine oppvekstvilkår.

Har vi lest den samme meldinga?
Noen forskere har lest Stortingsmelding 41 om kvalitet i barnehagen og konkluderer med følgende:
1. Vi får amerikanske tilstander med strukturert undervisning og testing og kartlegging av resultater. 2. Vi får et fattigere læringsmiljø. 3. Testing blir viktigere enn samvær. 4. Kartleggingsverktøy blir sterke og styrende redskap, de fortrenger rammeplanen, og lærerens ansvar og profesjonalitet svekkes. Styringen (fra kartleggingen) overtar. 5 . Kartlegging er en tidstyv. 6. Ikke alle sider ved språkkompetansen får plass i et verktøy. Det er ikke mulig å fange de utallige språkbrukssituasjonene, men ordforråd og uttale kan fanges. 7. Er dette riktig? Er det en årsak – virkning mellom innføring av språkkartlegging og det dystre bildet skeptikerne tegner? Nei, det er ikke det av følgende grunner:
Stortingsmeldinga tar ikke til orde for en test, men en kartlegging. Kartlegging er en mangfoldig disiplin, og kritikerne trekker slutninger på feilaktig bakgrunn – de ser for seg storskalatesting av utvalgte språkferdigheter.
Et kartleggingsverktøy kan fungere til barnets beste. Det kan fortelle hvor barnet står språklig, det kan hjelpe personalet til å se hvor de skal sette inn ekstra språkstimulerende tiltak, og det kan i neste omgang berike og forbedre språkmiljøet i barnehagen fordi personalet ser hva de må jobbe mer med.

Språkfolk må på banen og stille krav til det kartleggingsverktøyet som eventuelt skal brukes i barnehagen: Det skal ikke være normert og la én målestokk gjelde for alle barn, det skal fokusere på barnets positive utvikling, det skal kartlegge språkbruk i varierte situasjoner, individuelt og under samhandling, og det skal ta hensyn til språklig mangfold. Dessuten: En kartlegging bør kombineres med språkstimulering – dvs. at det ikke skal komme ”oppå” det pedagogiske arbeidet, men være en del av det!

Margrethe Sandvik spør om hun og kritikerne av kvalitetsmeldingens forslag om kartlegging og om overføring av dokumentasjon har lest den samme meldingen. Jeg lurer på om hun og jeg har lest det samme avisinnlegget! Skulle ønske at man i debatten i mindre grad ignorerer den kompetansen som finnes i barnehagen når det gjelder f.eks. levende og lekende språkmiljø. Språkstimulering finnes allerede, oftest knyttet til hverdaglige situasjoner, så dette er da ikke noe som skal komme "oppå" det pedagogiske arbeidet. Det ER allerede en del av det pedagogiske arbeidet!

Vi er i denne tråden et lite knippe fagpersoner og en statsråd som diskuterer hva kvalitet er for de minste barna. I skrivende stund vil jeg påstå at debatten har beveget seg vekk fra å dreie seg om disse unike menneskene, til å bli en debatt hvor voksne mennesker anklager hverandre for ikke å ønske små mennesker en god barndom. Det i seg selv, er det grunn til å bli deprimert av.
Bård Vegard Solhjell, du sa på konferansen om Kvalitet i barnehagen, med egne ord, at du ønsket uro knyttet til denne stortingsmeldingen. Det har du fått. Jeg ønsker av hele mitt hjerte at du nå stopper opp, lytter litt, og tenker over hva fagpersoner forsøker å fortelle deg – og hvorfor. Det er neppe for å være kranglete. De fleste av oss som har ytt deg motstand i diskusjonen knyttet til kvalitetsmeldingen er mennesker som har uttalige år i barnehage bak seg. Det noen av oss er bekymret for, er konsekvensene av noen av de tiltakene som blir fremmet i Stortingsmelding 41. Dette betyr ikke, om jeg kun skal snakke for meg selv, at jeg betviler regjeringens ønske om en god barndom for alle barn.
Min største bekymring for Stortingsmelding 41, er at den bidrar til å snevre inn hvordan vi tenker om blant annet språk og mangfold i barnehagen. Med dette mener jeg at begrepenes innhold vies en snever forståelse i meldingen. Minoritetsspråklighet blir ofte trukket frem som en utfordring samtidig som mangfold sjelden omtales som berikende. Slike forekomster i en stortingsmelding er verdt å merke seg, og å kommentere.
Jeg tror samtlige debattanter i denne lille tråden ønsker alle barn en språkutvikling som er på et nivå som gjør det fint å kommunisere med andre mennesker. Jeg tror for så vidt også at svært mange mener at kartlegging i noen situasjoner er et nyttig verktøy, og en støtte for pedagogene. Etter min mening er det omfanget som bør diskuteres.
Dersom vi ønsker å gi et tilbud om språkkartlegging til alle barn fra fylte tre år, er det naturlig å spørre seg om hvorfor og hvordan. Det er også i særdeleshet viktig å løfte frem etiske perspektiver. Minoritetsspråklige barn møtes oftere (jfr. Charlotte Palludans forskning) med en undervisningstone i møte med barnehagens ansatte, enn det majoritetsspråklige barn gjør. Utvekslingstonen (som i korte trekk dreier seg om å samtale) blir for minoritetsspråklige barn oftere avbrutt av en undervisende tone. Jeg mener vi som fagpersoner har en yrkesetisk forpliktelse til å si ifra, når føringer fra sentrale hold kan bidra til å endre barns hverdag. Det er å ta samfunnsmandatet vi er blitt tildelt på alvor.
Selv ønsker jeg en langt mer åpen dialog mellom ulike kretser i akadamia, barnehagefeltet og politikken, når barnehagepolitiske spørsmål skal drøftes. Å hentyde at medfagfeller (og fagfeller innenfor ulike disipliner) ikke innehar verdifull kunnskap på områdene som her diskuteres, vil jeg hevde at er uklokt og neppe vil bidra til en bedre hverdag for barna. Vi har bruk for ulike kunnskaper for å gi de minste det beste.
Jeg håper Statsråden nå snart tar seg tid til å kommentere diskusjonen han selv har satt igang. Vi har behov for at du et i kontakt med oss.
Et viktig spørsmål til slutt: Bør politikken setter premisser for faglige vurderinger i barnehagene, eller bør pedagogikken prege de barnehagepolitiske avgjørelsene?
Selv vil jeg påstå det er viktig at dette fungerer som en sirkulær kommunikasjonsform mellom fagmiljø og departement. Jeg tror noe av frustrasjonen som ligger til grunn for debattene etter fremleggingen av Stortingsmelding 41, blant annet kan begrunnes i at denne etterlyste kommunikasjonsformen, i utstrakt grad har fortonet seg lineært de siste årene.

Selv ønsker jeg en langt mer åpen dialog mellom ulike kretser i akadamia, barnehagefeltet og politikken, når barnehagepolitiske spørsmål skal drøftes. Å hentyde at medfagfeller (og fagfeller innenfor ulike disipliner) ikke innehar verdifull kunnskap på områdene som her diskuteres, vil jeg hevde at er uklokt og neppe vil bidra til en bedre hverdag for barna. Vi har bruk for ulike kunnskaper for å gi de minste det beste.
Jeg håper Statsråden nå snart tar seg tid til å kommentere diskusjonen han selv har satt igang. Vi har behov for at du et i kontakt med oss.
Et viktig spørsmål til slutt: Bør politikken setter premisser for faglige vurderinger i barnehagene, eller bør pedagogikken prege de barnehagepolitiske avgjørelsene?
Selv vil jeg påstå det er viktig at dette fungerer som en sirkulær kommunikasjonsform mellom fagmiljø og departement. Jeg tror noe av frustrasjonen som ligger til grunn for debattene etter fremleggingen av Stortingsmelding 41, blant annet kan begrunnes i at denne etterlyste kommunikasjonsformen, i utstrakt grad har fortonet seg lineært de siste årene.

Jeg tror du, Bård Vegar Solhjell, må trå varsomt videre. Uansett om du kaller det testing eller kartlegging vil det ta tid fra barna. Er det at pedagogene sitter å kartlegge (teste) barna istedenfor å drive pedagogisk arbeid sammen med dem, det du i fremtiden vil kalle en pedagogisk institusjon? Jeg er redd for at det å være en god pedagog vil gå fra å handle om samværet med barna til å dreie seg om hvor godt man klarer å kartlegge (teste) dem. Vil jeg være med på den utviklingen? For meg er det at jeg skal kartlegge og teste en måte å undergrave min profesjon på, fordi mine kunnskaper om blant annet observasjon ikke blir sett på som gode nok. Vil jeg bli værende i et yrke der mine kunnskaper etter 5 års utdannelse ikke blir sett på som bra nok? Vil jeg bli værende i et yrke der jeg blir pålagt å gå i mot min egen overbevisning og klartlegge og teste fordi det ser fint ut på papiret? For slik jeg ser det nå blir vi pålagt å kartlegge og teste for at du skal vise at du setter inn konkrete tiltak mot det du mener er problemet i barnehagene. Istendenfor pålegg om å kartlegge og teste så gi meg mindre barnegrupper, flere pedagoger og penger til vikarer så skal jeg gi deg kvalitet i barnehagen.
Jeg har allerede byttet jobb fra en kommunal til en privat barnehage på grunn av kravet om kartlegging av alle barna. Kommer dette kravet til min nye barnehage er ikke veien lang til andre yrker. Så trå forsiktig Bård Vegar Solhjell slik at du får nye og får beholde «gamle» pedagoger i barnehagene og ikke «bare» får forskere som bare forsker på den. For det er, for mange, mer fristende å forske på hva kartlegging gjør med barna, enn å utføre kartleggingen.
