Vurderingsforskrifta
Det kan høyrest grenselaust kjedeleg ut, men er viktig. Vurderingsforskrifta. Eg har framlegg til vurderingsforskrift på bordet mitt no, og vil gjerne ha innspel og synspunkt på eit viktig punkt frå dokke skulefolk.
I det opprinnelege framlegget frå Utdanningsdirektoratet var det lagt opp til at “Læreren så langt råd er…” skal sørge for at eleven får vurdering. Dette kunne tolkast som at læraren må hente elevar i minibuss for å få dei til timen, slik det mellom anna vart formulert i eit godt innlegg frå Lektor Marita Aksnes. Mange andre skreiv om og diskuterte framlegget på nett, mellom anna Ingunn Kjøl Wiig, Jørn Holstad Pettersen, Sol Laastad, Torill Ramberg, Linn Gjerde, Margreta Tveisme og før nemnde Marita Aksnes.
Mange høringsinstansar har reagert på dette. Eg er samd med dei. I det nye utkastet frå direktoratet er dette forsøkt balansert slik: Ny §3-3 tredje ledd:
…”Læreren skal så langt råd er, skaffe tilstrekkeleg grunnlag for å vurdere kompetansen til eleven, slik at retten eleven har etter §3-1, blir oppfylt. Eleven skal delta aktivt i opplæringa slik at læraren får grunnlag for å vurdere eleven sin kompetanse i faget. Stort fråvær eller særlege grunnar kan føre til at grunnlaget for halvårdvurdering med karakter eller standpunktkarakter manglar.” (eg har utheva det som er nytt)
Kva synst dokke om dette framlegget? Tek det innover seg kritikken som er kome, og er det tydeleg? Har du eit forslag?

Det er ikke i vurderingsforskriften man skal sørge for å få eleven gjennom – så jeg synes forslag ser fornuftig ut. Skolen må normalt kunne kreve aktiv innsats fra elevene. Samtidig er det mange som har trøbbel og faller utenfor – men man hjelper ikke dem ved å endre kravene til vurdering. Der er det andre tiltak, annen oppfølging og rett og slett en annen debatt.

Mye bedre. Men problemet vil fortsette å ligge i de åpne formuleringene, for hvem avgjør:
- så langt råd er?
- tilstrekkelig grunnlag?
- delta aktivt?
- stort fravær?
- særlige grunner?
Jeg skal tenkt på saken og har sendt lenke til bloggen din til andre. Min elev med størst fravær i år, smelte vurderingsforskrifta i bordet i stedet for å komme til timene. (Hun smelte den altså i bordet pr epost…)

“Gjør din plikt og krev din rett” heter et gammelt ordtak. Som lærer gjennom flere år har det hendt at jeg tenker at elevene har fått flere og flere rettigheter og færre og færre og færre plikter. Så ja, å kunne kreve at elever deltar aktivt er et godt tiltak.

Takk for at du tar opp dette. Jeg synes nemlig fremdeles ikke at det er presist nok formulert. Hva betyr “deltar aktivt”? Noen elever spekulerer i å utsette prøver til det passer dem bedre å ta dem. Dette fører til at andre elever erfarer at det ikke lønner seg å være punktlig og pliktoppfyllende, og de opplever dette som urettferdig, noe det også er. Derfor bør vurderingsforskriften presisere at for sen levering av arbeid/utsettelse av prøver kan føre til nedsatt karakter eller bortfall av den. Det er mulig at dette punktet kommer inn under “særlige grunner”, men det er i såfall altfor vagt. En slik endring kan kanskje bidra til å gi læreren tilbake nødvendig autoritet i klasserommet.

Dette ser umiddelbart bedre ut. Det er viktig at eleven gjøres ansvarlig i større grad. Det er et veldig fokus på elevens retter og det svekker ansvarsfølelsen og motivasjonen.
Hva innebærer det å delta “aktivt i undervisningen”, og hva viss eleven ikke gjør det? Dersom han stiller til de formelle vurderingssituasjonene, gjør det da noe at han sover i timen (bokstavelig talt)? Er det dårlig orden? Også viss du presterer til seks på prøvene?
Det går imidlertid en grense for hvor mange vurderingssituasjoner man kan ha for hvert kompetansemål, og hvor mye skal det telle at eleven ikke er blitt vurdert i alt? Det vil si at han kanskje bare har skrevet en tekst denne våren (feks en novelle). Hvor mye trekke manglende innleveringer ned? Når kan læreren si at han har gjort nok for å innhente vurderingsgrunnlag og hvilke plikter har eleven? Disse avveiningene er svært utmattende og gjør det litt mindre morsomt å være lærer:)

Jeg vil påstå at hovedproblemet vi møter som lærere i skolen, med alle forskrifter osv vi bør/må forholde oss til, er at veldig mye av det er skrevet for en skole der elevene er motiverte for læring. Det er dessverre ikke den skolen mange av oss møter i praksis. Videregående skole er ikke lenger et privilegium eller en skole for dem som ønsker en høyere utdanning, det er en tvang for å i det hele tatt ha en sjanse i arbeidslivet. Mange elever går ikke der for å lære noe, men for å bli ferdige og komme seg videre i livet.
Ellers er jeg enig med mange av de andre kommentarene: en del formuleringer blir for åpne for tolkning, og dermed kilde for både urettferdig behandling av elever fra lærer til lærer, skole til skole og landsdel til landsdel. Mange lærere setter pris på den friheten de på mange måter har, mens andre, som meg, heller vil ha et klart og entydig regelverk å forholde seg til. Jeg har inntrykk av at “tallfesting” som f.eks. prosentregel for fravær har blitt fy-fy – hvorfor det?

Takk for kommentar til innlegget mitt! Vurderingsforskriften er vel kanskje den man ser fram til å ha fri fra i ferien…, men det er jo godt å se at statsråden også ser at det er noen formuleringer skolen vil være lite tjent med. Jeg føyer meg ellers i rekken av de andre kommentarene – det trengs presiseringer i form av aktivitet og hvor stort fravær vi skal kunne godta. I tillegg mener jeg det må tenkes gjennom hva som skal ligge i begrepene sluttvurdering og underveisvurdering. De fungerer ikke nødvendigvis i skolen slik man ser for seg i forskriften. Elevene prøves i ulike kompetansemål gjennom hele skoleåret, og det vil være ulikt fra fag til fag hvorvidt man skal kunne lage en avsluttende prøve for å bestemme sluttvurderingen. Stakkars den eleven som da var så uheldig og skrev et kåseri til 2 på den siste heldagsprøven og hadde ligget på 4 resten av skoleåret… Skal han da få 2, fordi jeg hadde sagt at heldagsprøven var sluttvurdering? Jeg ville selvsagt ikke gjort det, men sett på elevens skrivekompetanse i ulike sjangre og i ulike kompetansemål gjennom hele skoleåret, men – det vil ikke si det samme som å sette en gjennomsnittskarakter! Med andre ord – det er fremdeles mange ulne formuleringer som trenger å ryddes opp i. Begrepet sluttvurdering er jo heller ikke så bra, det er bare det du gjør til slutt som egentlig teller? Her er det altså rom for mange ulike tolkninger, og det er vel det som ofte gjør forskriftene så vanskelige. God sommer!

Jeg er glad for at elevens deltakelse nevnes, for erfaringsmessig er elever veldig flinke til å kjenne rettighetene sine og bruke dem for alt de er verdt – mens pliktene ikke får særlig oppmerksomhet. Det er vanskelig å gi en god og rettferdig vurdering når elever spekulerer i å utsette prøver og “glemmer” innleveringer. Som (fersk) lærer er jeg litt forbløffet over hvor mye tid og krefter som går med til å purre på innleveringer, jakte ned elever for samtaler og ellers sørge for at jeg skaffer et godt grunnlag for vurdering. Ikke minst har vi et forklaringsproblem overfor de elevene som faktisk møter opp i timen og leverer oppgavene sine når de skal, Hvorfor skal de stresse med det, når alle uansett har krav på vurdering?
For meg som er lærer i yrkesfag (MK), er det litt lettere enn for almennfaglærerne – jeg kan med stor trygghet henvise til yrkesfaglig standard og deadlinekrav i “det virkelige livet”.
Men uansett bør en slik forskrift formuleres med omhu, for elevene leser dette med lupe og finner smutthull med en teft som ville få en amerikansk advokat til å blekne av misunnelse. Jeg er redd for at “delta aktivt i opplæringa” blir i overkant ullent, og at dette kan feiltolkes både fra elev- og lærersiden. Det burde vært med noe om at eleven skal delta aktivt (…), ved at bl.a innleveringsfrister holdes, med mindre særlige grunner…ja, noe i den gata. Ingunn har en god kommentar om dette.
Vi er villige til å strekke oss langt for å gi elever en rettferdig vurdering, og jeg har ingen problemer med å være fleksibel der det er nødvendig, men jeg er redd for at vi er i ferd med å utdanne ungdom som kommer til å få et realt sjokk i møte med et arbeidsliv som stiller reelle krav til oppmøte og egen innsats. Jeg er glad i elevene mine og ønsker dem det beste – derfor vil jeg nødig gjøre dem en bjørnetjeneste.

Jeg er enig i mye av det Ingunn og Hanne skriver her. Både begrepene “aktiv deltakelse” og “særlige grunner” burde presiseres. Formuleringen i første setning kan lett tolkes dithen at det først og fremst er lærerens ansvar å skaffe eleven et vurderingsgrunnlag. Særlig med tanke på prinsippet om “ansvar for egen læring” som praktiserers i videregående skole savner jeg en formulering som i større grad åpner for et samarbeid mellom lærer og elev. Eleven bør i utgangspunkt bidra til å “skaffe tilstrekkelig grunnlag til å bli vurdert”?
Forøvrig har jeg lite tro på at en slik forskrift vil gjøre skolen eller undervisningen bedre. Istedenfor flere lover og regler som ofte genererer lite annet enn mer byråkrati, savner jeg strukturerte og effektive evalueringsredskaper for det som er allerviktigst med skolen, nemlig undervisningen.

Jeg har igår hatt elever som jeg nesten ikke har sett, som av ulike grunner har hatt meget stort fravær. De har hatt sine grunner til å ikke “delta aktivt”.
Så har jeg dem som mer taktisk spekulerer i fravær, de kan være stort sett tilstede, men utebli fra prøver hvor de antar at de vil gjøre det så dårlig at det kan trekke ned på karakteren. De vet imidlertid at jeg når som helst – når de er tilstede, kan gi de en prøve, så problemet er egentlig ikke kjempestort.
De fleste av mine elever er tilstede, og de kommer på prøvene. Utfordringen er at de tror det er nok å være tilstede. Utfordringen er å involvere og lage opplegg som gjør at de kan engasjere seg, og det vil som hovedregel ikke si tavle/powerpoint-undervisning. Med tanke på de tusener av timer elever får i grunnopplæringa, synes jeg at resultatet ikke alltid er like imponerende. Da synes jeg det er et paradoks at medisinen synes å være mer av det samme. Vel – dette var litt på sida av vurderingsforskriften. Det jeg savner som norsklærer er mer tydelighet når det gjelder karaktersetting. Det er ut i fra læreplaner og vurderingsforskrifter høyst ullent hva som egentlig skal vurderes. Hva er grunnlaget for norsk hovedmål, norsk sidemål og norsk muntlig? Hvordan kommer lærerne fram til “sluttkompetansen”?

Slik det er i dag praktiseres “telling” av tilstedeværelse ulikt fra skole til skole, noe som bidrar til å svekke respekten både for systemet og vurdering i det hele tatt. Dessuten, så gir digitale verktøy mulighet for at man ikke nødvendigvis trenger å være fysisk tilstede, de åpner for en fleksibilitet svært få lærere kanskje benytter seg av. De samme verktøyene gjør det mulig å stille strengere krav til innleveringer – opphevelse av tid og sted.
Tolkninger avhenger ofte av referansegrunnlag, og som “mappemaskinist” og tilhenger av digitale mapper, så er min erfaring at mappevurdering eliminerer mange av de problemene Marita og Ingunn beskriver. Jeg deler mange ganger ikke frustrasjonen med mine kolleger når det gjelder tolkninger fordi jeg føler mappevurdering langt på vei imøtekommer vurderingsforskriftene. På den annen siden, så begriper jeg ikke hvorfor alle disse smarte lærerne ikke bruker metoden. Hva er det jeg overser?
Jeg svarer deg deg med et spørsmål:
Vil dine formuleringer her kunne forsvare at jeg melder om manglende grunnlag for karakter når eleven ikke kan dokumentere aktivitet for kompetansemålene? Bør det ikke være slik at eleven i sin aktivietet har dekket alle kompetansemål for at læreren skal kunne vurdere måloppnåelsen i faget? Ingen aktivitet = inget vureringsgrunnlag? Kall det gjerne et minimum av obligatoriske oppgaver som tilsammen dekker “alle” kompetansemål, og som må dokumenteres av eleven.

Helt enig med deg Jeanette – mappevurdering gir god oversikt og god dokumentasjon. I It’s learning knytter man alle elementer opp mot læringsmålene og eleven og læreren får en god oversikt over hvilke kompetansemål som er dekket.
Spørsmål: Vet alle elever hva som legges i aktiv deltagelse? Skjønner de at det ikke er aktiviteten i seg selv (hånden oppe f.eks.) som avgjør hvor aktive de har vært – men at aktiviteten må vise kompetanse?

Eg er einig i mykje av det som er skrive om presiseringar. Formuleringa i vurderingsforskrifta er sikkert grei, men ho bør visa til presiseringar. Utan at det er litt meir presist kva som ligg i “aktiv deltaking”, “stort fråvær” og “særlige grunnar”, blir det opp til kvar enkelt skule og til sist kvar enkelt elev og lærar å tolka kva som ligg i desse uttrykka. Det handlar om å gje hjelp både til elevar og lærarar med å så langt det er råd få ei eins forståing av det som ligg i formuleringa. I samband med sensorkursa i norsk i vår var det mykje snakk om tolkingsfelleskap. Det må gjelda her og.

Interessant debatt dette her. Eg trur det kan vere fornuftig å slå fast i forskrifta at eleven og læraren har eit felles ansvar for at vurderingsgrunnlaget er til stades. I dag står det:
”Læreren skal så langt råd er, skaffe tilstrekkeleg grunnlag for å vurdere kompetansen til eleven, slik at retten eleven har etter §3-1, blir oppfylt. ”
kanskje heller:
“Læraren og eleven har eit felles ansvar for, så lang som råd, skaffe tilstrekkeleg…” ?

Jeg skal ikke blande meg inn i debatten om ordlyden i forskriften, men denne debatten skremmer meg litt fordi det ser ut som om lærerne tar utgangspunkt i at elevene ikke er motiverte for å lære. Selvfølgelig finnes det noen som spekulerer i å utsette prøver, og som ikke er motivert for å delta – min erfaring som elev er at dette ikke gjelder for de fleste.
Å bygge et samfunn med den forutsetning at folk vil forsøke å bryte reglene fører til urimelig innskrenkning av frihet. Slik er det rimeligvis også i skolen. Ta utgangspunkt i at elevene ønsker å være med, både i klasserommet og når man utformer politikk – dette er det eneste som kan føre til mer motiverte elever, og en bedre skole. 13-19-åringer er også mennesker, og de må også tas på alvor som – nesten – likestilte medborgere.

Først vil eg seia tusen takk for at du har lenka til bloggen min i denne samanhengen, sjølv om eg faktisk ikkje har skrive noko som helst om det nye forslaget til vurderingsforskrift. Det er rett og slett fordi eg ikkje heilt har visst kva eg meinte. Men no føler eg jo meg litt forplikta!
Eg tykkjer dei spesifiseringane som du no viser til, er meir enn gode nok. Eg ser det er mange som vil ha talfestingar og endå meir nøyaktige formuleringar. Mi røynsle er at i arbeid med “levande materiale”, vil der likevel alltid oppstå nye vinklingar, tvilstilfelle – rett og slett kjem der alltid nye elevar.
Vi opererte i mange år med fraversprosent – 10% fråvere i totimarsfag gav grunnlag for varsel om ikkje vurdering, 15% i 5-timarsfag. Var dette betre? Eg meiner bestemt nei. Det vart misbrukt av både lærarar og elevar. Hadde ein elev 15% fråvere i eit totimarsfag, var dette for nokre lærarar automatisk grunnlag for ikkje vurdering, sjølv om eleven hadde delteke på alle prøvar og i alle vurderingssituasjonar. Elevar talde på timar for å finna ut kor mykje dei kunne vera vekke.
Eg tykkjer dei nye krava til vurdering har gjort arbeidet mitt enklare. Eg spring i mykje mindre grad etter elevar no enn eg gjorde før. Er ein elev borte frå ein vurderingssituasjon utan å gi beskjed om det, utan å ha grunn, er det ingen grunn til at vedkomande skal ha fleire sjansar. Gir vedkomande beskjed, får han ein sjanse til, etter det er det over og ut, så sant det ikkje er heilt spesielle grunnar til noko anna. Desse manglande vurderingane får konsekvensar for totalkarakteren – sjølvsagt.
Men eg VIL ha høve til å forskjellsbehandla elevane! Dei er ikkje like. Ein elev kan trenga heilt spesiell oppfølging for å klara vidaregåande – og har rett på å få det – også når det gjeld vurdering. Eg ynskjer ikkje eit regelverk som er laga ut frå ein illusjon om at det faktisk er mogleg, ein gong for alle, å laga formuleringar som ikkje levnar rom for tvil og tolking. Det bør i alle høve alle språklærarar vita ikkje er mogleg.

Det er viktig å flytte fokus fra “klage for bedre karakterer” til “jobbe for bedre karakterer”. Jeg slutter meg til alle over som sier at det ikke må være slik at de som velger å levere noen få ganger i semesteret strengt tatt kan få like bra karakterer som de som pliktoppfyllende leverer alle innleveringer og møter til alle prøver. Elevene bør få tydelige signaler om at det er mer lønnsomt å fokusere på å arbeide med lærestoffet enn på klage- og ankemuligheter.
Presiseringer – “særlege grunnar” og “delta aktivt”
Jeg er også enig i det som er skrevet om at en viss konkretisering gir mindre rom for tolkning/usikkerhet. En konkretisering av “særlege grunnar” kunne være “utilstrekkelig antall innleveringer og/eller deltakelse i vurderingssituasjoner”. I alle fall burde slike presiseringer foreligge i rundskriv eller annet tolkningsgrunnlag som skal ligge til grunn for ankeinstansens tolkning når klagene kommer inn.
Problemet som likevel gjenstår er at det stadig er snakk om “grunnlag eller ikke grunnlag”. Så lenge manglende, eller for sent leverte oppgaver bare kan påvirke ordenskarakter, som jo er irrelevant for opptak på høgskoler og universitet, vil det være mulig for karaktertaktikere å fortsette å satse på få innleveringer eller sjelden deltakelse i vurderingssituasjoner.

Jeg har hørt om et tilfelle hvor fylket overprøvet en negativ karakter med begrunnelsen at eleven hadde vært tilstede. Å tolke ren tilstedeværelse som tilstrekkelig for en positiv karakter vil formodentlig, i og med innføringen av kravet om aktiv deltakelse, ikke lenger være holdbart. Har man i tillegg krav om et minimum av innleveringer skulle det ikke lenger være tvil.
Jeg ser ikke at det ligger noe implisitt krav om at eleven nødvendigvis må være tilstede i klasseommet til alle tider for å “delta aktivt i opplæringa”. Her er det vel i stor grad opp til lærer å bestemme hvor og hvordan deltakelsen skal skje?
Målet må være å gjøre tolkningsrommet mindre slik at klageinstansens avgjørelser blir i tråd med forskriftens formål: å fremme læring.

Dette blir litt ullent for meg også (dog bedre enn noe vi har hatt tidligere).
Jeg mener det er en uheldig sammenblanding å sette inn aktivitetskravet der (det finnes forøvrig fra før), fordi det gir legitimitet til de lærerne som i dag (bevisst) feiltolker regelverket slik at de skal kunne belønne aktivitet og innsats. Jeg ser jo at den nye paragrafen ikke egentlig åpner for denne tolkningen, men jeg mener det er dumt å sette disse to ordene i sammenheng.
En bedre formulering vil være (i stedet for det i utheva skrift):
“Elevens vurderingsgrunnlag er den kompetansen eleven har dokumentert gjennom vurderingssituasjoner i løpet av skoleåret. Hvilke vurderingssituasjoner som skal avholdes fastsettes av læreren i samråd med hver enkelt elev. Stort fråvær eller særlege grunnar…”
Min erfaring fra å snakke med tusenvis av elever i Oslo er at dette er en stor mulighet til klargjøring av regelverket: Å spesifisere at det finnes noe som heter vurderingssituasjon, og at disse bestemmes av læreren, men med elevmedvirkning.

Til Yngve og Sigve:
Takk for presiseringene. Det er klart at det finnes veldig mange aktive og ansvarlige elever som gjør så godt de kan, når de skal. Det vet alle lærere. Men vi opplever hvert år at noen prøver å sno seg unna pliktene sine, og greier det, med regelverket i hånden. Det er disse vi ønsker å snevre nettet litt inn for, og samtidig oppnå en mer rettferdig skolegang for alle de andre også. Fokuset her er på det som ikke fungerer godt nok med dagens vurderingssystem, og da kan det sikkert se ut som at vi mener at dette gjelder flere elever enn det faktisk gjør.
Margreta: Jeg er egentlig enig med deg i at det burde være godt nok dersom forskriften praktiseres slik du skisserer. Men mange lærere blir pålagt av sin skoleledelse å arrangere stadig nye prøver for dem som ikke kommer på de varslede prøvene, også selv om eleven ikke har gitt beskjed. Dette skjer fordi man frykter at det skal bli for mange elever med IG etter skoleåret. Da oppstår den frustrerende situasjonen som mange andre her har vært inne på, og det må være mulig å gjøre dette enklere for alle parter – ikke minst for de elevene som tålmodig må vente på sine klassekamerater som av ulike årsaker ikke klarer å gjennomføre tester når de skal. Det må ikke være lønnsomt å utsette prøver.

Vi hadde lavere totalfravær den tida da vi hadde grense på 15 prosent. Og vi gjorde stadige unntak fra grensa, i alle “særlige tilfeller”. Hva skjer med en generasjon som tidlig venner seg til å være borte fra jobben en dag i uka? Joda, det er fortsatt de færreste, men det er mange, og de blir flere.

Det er for det første nødvendig å gjøre noe med fraværet i videregående skole. Dette gjøres slett ikke ved at forskriften nærmest tillater elever å være borte så mye de vil. Hvis formålet er å forhindre frafall, virker dette mot sin hensikt. Mange elever som tror det ikke får noen konsekvenser å være borte fra skolen, dropper ut eller stryker. Her tror jeg en prosentvis grense for fravær – med generøse unntak for spesielle behov, selvsagt – vil virke mye bedre enn det forskriften legger opp til og dagens ordning.
For det andre må det bli tydelig at elevene behøver å jobbe for å få en karakter. Det må ikke være sånn at det er tilstrekkelg for en elev å levere en tekst i mai i tredjeklasse, og så kreve å få karakter bare med utgangspunkt i den. Slikt finnes det eksempler på. Det finnes sågar eksempel på elever som ikke har levert noe som helst i løpet av et semester, men som har klagd på karakteren – OG FÅTT MEDHOLD(!) fra klageinstansen. Det er derfor helt nødvendig at det presiseres at elever må levere inn arbeid til fastsatt tid, og at de må delta på prøver. Velger de å ikke levere inn, eller ikke delta, har elevene ikke vist måloppnåelse.
For det tredje er det nødvendig å redusere byråkratiet i skolen. Det som provoserer aller mest med vurderingsforskriften er at den kommer ovenfra uten at lærerne egentlig har blitt særlig mye spurt. Samtidig er formålet med forskriften ikke pedagogisk, men juridisk. Elevenes rettigheter skal sikres (mot disse fæle, tyrransikse lærerne). Resultatet av dette blir mer byråkrati. Det sies i forskriften at det er opp til fylkeskommunene og kommunene å avgjøre hvordan dokumentasjon skal foregå. Dette er farlig, og vil føre til økt byråkratisering.
Men jeg regner med byråkratene vinner denne gangen også. Det pleier ofte være sånn.
Det bør til slutt presiseres at det slett ikke er mitt syn at elever generelt er noen fæle unnasluntrere. Samtidig er det helt på det rene at det ikke finnes noen kultur for hardt arbeid i den norske skolen i dag. Vurderingsforskriften slik den er nå hjelper ikke på å skape en slik kultur – Tvert imot!

Jeg liker ikke det nye forslaget. Så lenge man oppfyller kompetansemålene burde det ikke kreves at eleven er tilstede på skolen til en hver tid. Mange elever er mye borte fra skolen pga. sykdom, idrett, politikk eller andre ting, og dette burde ikke hindre eleven i å kunne få standpunktkarakter. Med dette forslaget vil det være mulig for en lærer å si at en elev med mye fravær ikke har vurderingsgrunnlag, selv om han/hun har deltatt på alle vurderingssituasjoner. Dette blir svært urettferdig.

Jeg er ikke lærer, men jeg jobber i PP-tjenesten og møter oftere og oftere dette problemet, både i grunnskolen og på videregående skole. I dag er det for enkelt for en elev å være bort fra skolen det meste av tida, det gjelder både å grunnskolen og videregående skole. Enkelte elever har nesten ikke oppmøte på flere måneder, men likevel får de en faglig vurdering. Jeg skjønner ikke hvordan det er mulig å vurdere en elev som læreren nesten ikke har sett over lang tid. Det hender oftere og oftere at jeg tenker at noen elever får et vitnemål som ikke reflekterer en virkelig vurdering. Jeg vet at for enklte elever er det stor uenighet om grunnlaget for vurderingen.
På videregående skole kan de komme seg gjennom skolen å bestå fagene, men hva kommer de ut til? Det er å kaste blår i øynene på eleven. Hvilke arbeidsgivere er interessert i å ha en slik person ansatt?
Det er mange elever som vegrer seg for å gå på skolen og derfor blir hjemme. Kanskje det er elver som har angst og derfor ikke møter på skolen. Altfor mange i skolen vet ikke nok om angst og ser at de samme elevene fungerer godt utenfor skolen. Av den grunn definerer de elevens fravær som skulk. I veldig mange av disse tilfellene kan det ikke defineres som skulk fordi de har angst for skolen og ikke er hjemme fordi de har så mye annet gøy de skal gjøre. Her er det store variasjoner for hvordan skolene håndterer dette. Noen skoler tar kontakt med PP-tjenesten, men ofte er det gått svært lang tid og det er blitt en veldig vanskelig situasjon. Det mange ikke vet er at dette er noe en kan få hjelp og behandling for. Problemet er at lang tids fravær gjør at det kan ta lang tid før eleven er tilbake å skolen og det er resurskrevende, både økonomisk og menneskelig.
Alle kommunene burde bli pålagte å ha en handligsplan for denne type vansker som blir et større og større problem i skolehverdagen. Lærerne trenger mer kunnskap om angst og mer grunnlag for å forebygge skolevegring. Større grad av samarbeid om dette vil også øke bevisstheten om hva dette er og forebygge alvorlig skolevegring.

Lærarane og skulen burde i hvertfall fylgje opp og ringe til foreldra til eleven når vedkommande ikkje møte opp på skulen.

Rettferdig vurdering i skolen

Utdanningsdirektoratet (Udir) er ikke fornøyd med lærernes vurderingsarbeid og ønsker å innføre veiledende nasjonale kjennetegn for å gjøre karaktersettingen mer rettferdig, melder Aftenposten. 3.6.09. Hvilke føringer legger Udir selv i forslaget til ny vurderingsforskrift?
En standpunktkarakter skal ikke vurdere fagkompetanse gjennom skoleåret selv om målene i læreplanene er mange og det skal vurderes bredt, men kompetansen i det øyeblikk sluttvurderingen gjennomføres, dvs. ved slutten av opplæringen, normalt i mai/juni. En sluttvurdering skal være mer enn én prøve i faget.
Men er det mulig for en skole å gjennomføre mer enn én prøve i alle skolens fag for alle skolens elever i mai/juni? En elev i vgs. har normalt mellom 5 og 10 fag pr. år, dvs. opp mot 20 prøver (heldags eller halvdags) pr. elev for rundt 500–1000 elever. Og dette mens eksamen også avvikles (skriftlig og muntlig, sentralgitt og lokalgitt). Svaret er antakelig nei, fordi ingen skoler noen gang har forsøkt å gjennomføre dette administrative eksperimentet. Vurderingsforskriften, slik den er formulert av Udir, lar seg rett og slett ikke gjennomføre i praksis.
Sluttkompetansen i et fag gir, ifølge Udir, informasjon om underveisvurderingen som er gitt og vice versa, men skal ikke være et gjennomsnitt av terminkarakterer og prøvekarakterer.
Gjennom et skoleår har en lærer satt karakter på en rekke store og små prøver og innleveringer. Men om dette samlet sett kan regnes som en sluttvurdering som fører til en standpunkt, er uklart fordi vurderingen er gjort over tid. Og vi som lærere skal også merke oss at det ikke er anledning til å sitte og regne på dette. Den samlede helhetsvurderingen kommer her altså av seg selv, antakelig.
Ved en sluttvurdering i et fag skal elevens fravær, innsats, holdninger, orden og atferd i timene ikke tas hensyn til. Men eleven skal være aktiv, og stort fravær kan føre til at lærer ikke har grunnlag for å sette karakter. Men er det karaktergrunnlag uansett fraværets størrelse, skal standpunkt settes, er føringene fra Udir.
Det lyder rimelig at en elevs private holdninger ikke skal tas med ved en karaktersetting i et fag. Men gjelder det også en elevs faglige holdninger? (jfr. debatten om fornekting av Holocaust og evolusjonsteorien). Og er det mulig å sette karakter i et muntlig fag uten å skjele til elevens innsats i timene? Hvis så er tilfelle: hvordan sette karakter på en taus elevs indre liv?
Det er likeledes lærers hovedansvar å skaffe karaktergrunnlag. Hvordan greie det overfor elever som stort sett ikke møter til timene og når fravær ikke skal tas hensyn til ved vurderingen? Skal en lærer dra hjem til eleven? Er det nok for en elev å komme på prøver og levere på nett det lærer krever for å sette en standpunkt? Hva er “stort” fravær? Og hvordan forklare for den jevne sliter i klassen (som er det store flertall), at det er greit at skulkerne går fri bare lærer har et karaktergrunnlag?
Spørsmålene om hvordan det skal vurderes i skolen (vgs.), og om elever som ikke bryr seg om orden- og atferdskarakteren, nå kan komme og gå som de vil bare de leverer det de skal, blir etter hvert så mange for så mange, at Udir antakelig må på banen med enda en presisering – i tillegg til dem som allerede ligger ute på nett. Lærernes vurderingspraksis i skolen er ikke er god og samstemt nok. Men hvem har ansvaret?

Et lite apropos: Følgende info fra spansk skole (Valencia) kan kanskje gi noen tankeløftere til det som for bare noen år siden ble kalt ”verdens beste skole” – særlig fra skolepartiet SV. Opplysningene er fra nordmenn der nede med barn i skolen (også i vgs.), så med alle forbehold om unøyaktigheter eller feil:
Karakterskalaen er fra 1-10 og laveste ståkarakter er 5 (eller 6). Det er eksamen etter hver undervisningsbolk eller tema – altså ”eksamen” gjennom hele året. Stryker man i mer enn 3 fag, må kan gå om igjen. Klare, korte og greie føringer (med alle forbehold om jeg ikke kjenner den spanske eller lokale vurderingsforskriften).
Som Kunnskapsminister har du nå også ansvaret for at arbeidsforholdene for avgangselevene (og lærerne) i videregående i russetiden er svært vanskelige – og har vært det gjennom mange år. Det gjelder mange elever (men ikke alle – og her går mange muslimer foran med et godt eksempel). Det er laget underskriftskampanje på Facebook der elever, lærere og foreldre krever at myndighetene gjør sitt for at de som arbeider i skolen har optimale arbeidsforhold for å kunne prestere og levere. Elevene har nå også fått sin egen arbeidsmiljølov og har dermed krav på medbestemmelse når det gjelder sin egen arbeidsplass. Hvis du som ”sosialist” ikke følger opp dette, hvem skal da gjøre det?
Først yte, så nyte, er også et gammelt, godt prinsipp i det norske samfunnet tuftet på arbeid og disiplin (og helgefest). Din forgjenger mente at russetiden var en privat affære skolen ikke hadde noe med. Elevombudet i Akershus uttalte også at skolene ikke hadde anledning til å forby russeklær på skolen (og russetid) fordi det ikke står noe om uniformsforbud i skolereglementet. I år ble russetiden mange steder skjøvet enda en uke tidligere, rundt 25 april. Jo tidligere oppstart, jo mer penger for de profesjonelle festarrangørene.
Du har nå som minister i maktposisjon anledning til å løse denne gordiske knuten i norsk videregående skole (og den er unik for oss). Grip sjansen. At ditt eget direktorat (gjennom flere år) presser igjennom et sluttvurderingsprinsipp som krever samlet og bred vurdering av kompetanse i alle fag nettopp i russetiden (ved slutten av opplæringa) uten å forsøke å lage et bedre skille mellom eksamenstid (m/forberedelse og oppkjøring) og russetid, viser at praktisk skoleerfaring og skolekompetanse ikke akkurat er fremtredende i direktoratet.

Skjeveland tar her for seg direktoratets skriftspråk og måten de formulerer forskrifter på i lys av hva som kjennetegner skriftspråket og talespråket. Han viser her hvor uforståelige og nærmest umulige formuleringene om måling av sluttvurdering er. Jeg prøver meg ikke på en omformulering, men siterer Skjeveland: "Utdanningsdirektoratets forskrift er utformet nettopp som "abstrakt skrift". Det er generelt og situasjonsløst. Det regner ikke med tilsvar fra dem det henvender seg til, og det knyttes heller ikke til en konkret, ansvarlig forfatter. Det glir altfor lett over i abstrakte og generelle formuleringer. Ta for eksempel det umulige uttrykket "elevens samlede kompetanse". Det er selvsagt umulig å måte en elevs samlede kompetanse på et "gitt tidspunkt". Det kan, på et gitt tidspunkt, kun tas stikkprøver. Det skjønner en lærer som er midt oppi situasjonen. Dette er et tema som vi som jobber i skolen diskuterer mye. Særlig i vgs, der eleven selv melder fra om og dokumenterer sitt eget fravær. Problemet her er blant annet at forskriften skal gjelde for svært ulike situasjoner. Det kan være elever som har utfordringer av en slik art at det er vanskelig for dem å komme på skolen, og her må det selvsagt settes inn egne tiltak. Så har vi faktisk en del elever som spekulerer i å unngå å møte i ulike vurderingssituasjoner, og satser på å gjøre det bra på siste prøve. Mange elever har nok misforstått dette med sluttvurdering litt, og tror det er ensbetydende med noe som skjer til slutt i skoleåret.
Det er ikke så lett å lage forskrifter som ikke gir rom for tolkninger – men jeg er ikke begeistret for formuleringen "så langt som råd er". Hva vil det si? Det er bra at det nå kommer inn en presisering av elevens ansvar, for det er tross alt deres læring som er hovedpoenget her.
Er det et problem at mange lærere lar være å gi sine elever vurdering når de faktisk har grunnlag for å gi karakter? En skulle neste tro det med tanke på formuleringen "så langt som råd er". Det stemmer dårlig med det jeg opplever på min arbeidsplass. Lærerne strekker seg lengre enn langt for å få karaktergrunnlag på elevene. Men det er ikke mulig å få til alt i mai og juni, og det må også elevene akseptere. En vurderingssituasjon skal være et utgangspunkt for videre læring, og derfor er jevn aktivitet gjennom hele skoleåret viktig.
