Mange innspel og kommentarar i det siste som eg ikkje har fått svart nok på. Takk også for hyggeleg melding frå Anne, som har sine eigen interessante blogg.
Synspunkta på fråfall er mange og ulike, men dei fleste går i same retning. Fleire peikar på at yrkesfaga er teoretiserte og må få meir praksis. Andre viser til at ulike elevar må få utvikla sine talent, og at skulen må la ulike menneske få utvikle seg ulikt. Til sist viser mange til at vi må ha høge kunnskapskrav i dag, samstundes som dei får støtte. Denne kombinasjonen mellom krav og støtte er ikkje minst viktig både i overgangen mellom ungdomsskule og vidaregåande og vegen vidare mot høgare utdanning. Eg tek med meg alle synspunkta vidare, vi skal legge fram ei stortingsmelding om dette i vår og det har vore tema under budsjettdiskusjonen her på Torbjørnrud i dag.
I fildeldingsdebatten er vel dei fleste argumenta no brukt, men eg føler for å svare på enkelte poeng. For det første er det enkelte som argumenterer som om vi i dag har ein perfekt situasjon der alle kunstnarar får betalt som eg vil rive ned. Det er jo stikk motsatt. I dag taper opphavsmenn store inntekter på grunn av ulovleg fildeling. Eg ønskjer å få debatten om det inn på eit spor der vi gjer andre grep enn i dag.
Det gjer eg på grunn av omsynet til opphavsmenn, men ikkje minst på grunn av at det er skilnad på å dele og stjele. Om eg får bilen til Benny biltyv (som har kommentert på sida mi) mistar han sin bil, om eg får kunnskap av han eller han spelar av ei plate for meg har vi begge glede av det. Det blir meir kunnskap og meir kulturoppleving om vi delar på det. Vi bør difor utnytte dei samfunnsmessige føremonene av deling på eit vis som sikrar inntekter til produsentane. At enkelte høgreideologar er mot slik deling sjølv med ein finasieringsmodell er mindre overraskande. Enkelte hevdar også at eg legitimerer ulovleg fildeling. Eg vil presisere igjen at eg er mot ulovleg fildeling.
Endre Skjørten sitt innlegg er godst, og treff meg. Han ber meg nyansere og ikkje bruke billeg politisk retorikk (noko eg jo er svak for). Han har rett. Mitt mål er å bidra med ei løysing i ein polarisert debatt, då bør eg sjølv ikkje polarisere unødig.

Etterlysning:
Kan noen gi meg en dokumentasjon på at det frafallet alle omtaler er reelt?
Grunnen til at jeg spør er at jeg jobber på en videregående skole som hvert år går gjennom listen over “sluttere”, altså de som skrives ut av skolen. Og den er på ca 20% (ca 100 elever av ca 550 elever), altså under landsgjennomsnittet – hvis jeg forstår mediene riktig. Men realiteten er at når vi går gjennom listene er de fleste fremdeles elever i vgo, enten på vår skole (fordi de har byttet klasse eller fordypningsfag – fra språk/samfunnsfag til realfag for eksempel), eller de har byttet skole. Alle disse går fortsatt på skole, og sannsynlgivis kommer de til å fullføre på normal tid, hvis de ikke stryker på eksamen. Når vi har luket vekk alt dette “listefyllet” står vi igjen med ca 20 elever, som er reelle sluttere – og de følger vi opp etter beste evne, og de skal vi for all del fortsette med. Det vil si at vår skole har sånn ca 5% sluttere. Er vi verdensmestere? Det virker ikke sånn når vi snakker med andre skoler i nærheten. Og hvis vi er mange nok skoler i nedre del av skalaen, så må det være noen få skoler med forferdelig høy andel sluttere (100%?)??
Jeg synes vi skal ta problemet på alvor, men jeg klarer ikke helt å tro på at det er reeelt at mellom 30 – 50 % av dagens unge står uten vitnemål etter 5 år i vgo. Da ville det vært forferdelig lavt søkertall til universitet og høyskoler i alle fall!

Hva ville skjedd med kulturtilbudet om ungdom gikk over til bare lovlig musikknedlastning?
Den suverent største lovlige musikknettbutikken, ITunes Music Store, gir bare 8,5% av inntektene videre til artistene. De beholder 30% selv. Over 60% går til plateselskapene.
Før mp3 begynte å bli populært, ble det solgt ca 9 millioner album i Norge. Hvis disse hadde blitt solgt gjennom Itunes for standardprisen 80 kr skive, ville platesalg i Norge ha kunnet brøfø 170 profesjonelle musikere internasjonalt. Siden 60% av platesalg er utenlandske artister, ville inntektene fra lovlig musikknedlastning tilsvart bare 70 (!) musikere i Norge med norsk gjennomsnittslønn (350K kr).
(720′000′000kr * 0.085 * 0.4)/350′000kr = 70 personer

Så hvis årsaken til hele fildelingsforbudet er ønsket om opprettholde inntektene fra eksemplarsalg til noe som tilsvarer 70 musikerårsverk, kan en diskutere om det er god nok grunn til å kriminalisere nesten en million nordmenns nettbruk.
Jeg har ingen tro på at en kan lage samme bredde i musikken ved at en komité eller TONO-aktig organisasjon skal dele ut omkring en milliard kroner årlig til musikere. Men det må da gå an å finne en måte å sikre musikere inntekter som er mer moderne 1900-tallsmetoden eksemplarer enkeltalbum? Det ligger jo implisitt i denne finansieringsmodellen at folk skal forbys å ta i bruk internetts mulighet til å gi alle personer (med pc/mobil) i hele verden tilgang til all musikk som noen gang er spilt inn til nesten ingen distribusjonskostnad.

Jeg regner med at den politiske løsningen på problemet med frafall i vgs. blir å glatte over tallene gjennom å pynte på statistikken. Utdanningsdirektoratet har nå til høring endringer i forskrift til opplæringsloven, der det heter at elevene ikke skal behøve å møte til undervisningen. Det er lærerens ansvar å skaffe vurderingsgrunnlag.
Hvordan er dette tenkt gjennomført for en lærer som har mellom 120 og 360 elever? Skal elevene lære seg at det bare er å flyte gjennom skolen, uten noen innsats – uten noen plikter, bare rettigheter? Skal det bli læringstrykk i norsk skole av at elevene kan skulke prøver og la være å levere arbeid for så å få ubegrenset lange utsettelser? Skal elevene i det hele tatt lære noe?
Som man ser av spørsmålene over, er forslaget helt hårreisende. Men formålet er virkelig ikke at elevene skal lære mer, eller at frafalle skal bli mindre. Formålet er at det skal SE UT SOM OM frafallet er mindre enn det reelt er, gjennom at vi sluser igjennom de elevene som ikke har giddet å møte opp.
Når skal politikere og, særlig, Utdanningsdirektoratet, begynne å lytte til lærerne (særlig i vgs)? Alt dere kommer med er jo fjernt fra klasseromshverdagen og/eller en mer eller mindre åpen kritikk av det vi driver med. Jeg slutter om denne forskriften blir vedtatt slik den står nå!

Om du får bilen min, mister jeg ingentign, for jeg får tar bare en annen bil. Dessuten får du kunnskap om bilen, og du får en fin kjøretur. Alle vinner!
Håper du lager en fin skatt som gjør at jeg kan fortsette å stjele biler fritt.
Slik det er nå er det jo så skrekkelig, for jeg blir jo kriminalisert fordi jeg stjeler biler.
Det heter forresten ikke å stjele bil. Når man stjeler noe, fjerner man det. Jeg driver bare med biltyver, og da fjerner vi ingenting. Vi flytter det istedet. Veldig viktig poeng.
Jeg håper i fremtiden at dere ikke omtaler biltyver som stjeling.
