Politikk på nett
Teknologirådet hadde i dag seminar om valgkamp på nettet. Utgnagspunktet var den amerikanske presidentvalkampen. Min politisk rådgjevar Audun Herning var der. Eg meiner dette er det viktigaste utviklingstrekket i valkamp dei siste åra, og at det har eit stort demokratiserande potensial.
Det er sjølvsagt ei rekke ulike grunnar til at Barack Obama vann det amerikanske presidentvalet. Pengar, personlegdom, Bush’ upopularitet og den økonomiske situasjonen var viktig. Politikken hans kanskje aller viktigast. Men mange undervurderer kor viktig grasrotarbeidet retta mot enkelte veljar er i ein valkamp, ikkje minst i USA.
Ei hovudforklaring på dei to valsigrane til George W Bush var målretta organisatorisk arbeid for å nå kjerneveljarar (det kriste høgre) og mobilisere dei til å røyste. USA har låg valdeltaking, og det å få sine eigne “grupper” til å røyste er viktig for resultatet. Det skjer gjennom personleg oppmøte, telefon og epost – og i aukande grad gjennom internett.
Nettet slo for alvor gjennom i amerikansk valkamp i 2003, då den demokratiske kandidaten Howard Dean kom frå ingen ting og lenge såg ut til å vinne nominasjonen. Han enda nominasjonen med eit skrik. Det vil seie, etter å ha tapt i Iowa presterte han eit primalskrik frå talarstolen som gjekk på TV igjen og igjen heilt til amerikanarar flest var overbevist om at han ikkje kunne bli president. Eg legg den ut her mest som ein digresjon.
Men før dette rakk Dean å skape ei masserørsle på nett. Det vil seie, ei rekke internettnerdar rakk å skape det for han. Unge og uerfarne aktivistar som forstod nettet tok det i bruk for å nå ut med bosdskapen til ein heilt ukjend kandidat. Dei samla inn pengar på nettet, oppretta ein kampanje-blogg, brukte sosiale nettverk som møtestadar og lanserte nyhende eksklusivt på nett.
Kampanjeleiaren Joe Trippi var den som skjøna at dette hadde eit stort potensiale. I dobbel forstand. Det hadde potensiale til å skape biletet av ei masserørsle skapt på ei ny arena og dermed understøtte biletet av ein ny og annleis kandidat. Men først og fremst potensiale til å nå ut til nye veljargrupper, og til å vere ein reiskap for mobilisering
Joe Trippi har skrive boka The Revolution will not be Televised om denne kampanjen , og om korleis nettet kan revolusjonere politisk kommunikasjon. Hovubodskapen er at nettet ikkje skal brukast som ei nettavis, men som ein kanal for å engasjere og aktiviere menneske. At det ikkje er for einvegs kommunikasjon, men for dialog og deltaking. Han har i alle fall delvis fått rett. I 2008 er ingen seriøs politisk kampanje i USA utan nettsider med tung interaktivitet, og dei har alle deltaking og aktivitet som hovudfokus.

Flott kommentar til et viktig tema. Det gjenstår å se om dette blir normen i Norge også. Klarer man å mobilisere mennesker, i et åpenbart mer komplisert politisk landskap, ved bruk av internett (eller andre medier også for den saks skyld) i samme grad som i USA?
Et annet poeng er at Obamas valgkampkasse bugnet av donasjoner fra nettstedet som igjen ble brukt til massiv TV-promotering og en svært aktiv digital satsing. Nettstedet i seg selv bærer preg av svært gjennomtenkte grep som det har tatt mye økonomi for å gjennomføre. Kan vi begynne å snakke om et digitalt skille mellom politiske aktører som bunner i økonomi (og dermed tilgang på ressurser)?
